Ex-commissioner’s son, girlfriend burnt to death in Bayelsa
Mr. Mientei Ayawei, the son of a former Bayelsa State Commissioner for Housing and Urban Development, Chief Nimibofa Ayawei, and his girlfriend, identified only as Happiness, have been burnt to death in an apartment fire.Read more after cut....

The incident occurred on Saturday at the NIIT area of Tombia, in the Yenagoa Local Government Area of the state.

The cause of the fire could not be ascertained, but a man close to Ayawei, who is presently the Chairman of the Bayelsa State Board of Internal Revenue, said the fire was caused by a high electricity voltage.

The man, who did not want to be identified because he was not authorised to speak on the incident, said the high voltage caused the fire around 4am on the day.

He said the fire, which razed nearly all the rooms and valuables in the one-storeyed building, adjacent to Dannielo Pulo, a filling station owned by the former commissioner, started from the apartment where Mientei and his girlfriend were.

The man, who claimed to be a sibling of the victim (Mientei), said when the fire started, the duo of Mientei and Happiness were sleeping.

He said the deceased became aware of the fire after the room they were had been enveloped by smoke.

He said on the day, there were two other persons who were in another room in the house, adding that they managed to escape death by a whisker.

He said Mientei, 25, just completed his degree programme in Human Resources Management from a university in Dubai, United Arab Emirates.

Another source, who described himself simply as a pastor, said Mientei was from the Southern Ijaw area of the state while his girlfriend, Happiness, hailed from the Ogbia LGA.

He said the fire destroyed all the valuables in the house as many rooms were razed.

It was learnt that firefighters arrived at the scene after some hours.

The presence of the firefighters, was, however, said to have saved other buildings in the neighbourhood, including the filling station, from being consumed.

He said the firefighters did their best to put out the fire, noting that their efforts were commendable.

When PUNCH Metro visited the scene on Saturday, scores of sympathisers on the premises were still discussing the incident in hushed tones, wearing mournful faces.

One of the sympathisers, who gave her name only as Preye, said she saw the building burning around 5am, unknown to her that her friend, Happiness, was involved.

Preye said it was in the morning of Saturday she learnt that her friend had been killed by the fire.

Preye, who lamented that she had lost “a wonderful friend”, said they were together earlier in the day before her friend (Happiness) said she was going out.

She prayed that God would forgive Happiness, whom she described as “beautiful, easygoing, intelligent and amiable.”

When contacted, spokesman for the Bayelsa State Police Command, Asinim Butswat, confirmed the inferno, saying the police also responded to distress calls on the inferno.

He, however, said he had not been fully briefed on the casualty figure.

He promised to make further contact with the Divisional Police Officer of the division to ascertain if the fire caused any deaths.

He had yet to get back to our correspondent as of press time.

I Slept With 6 Other Ladies, Says Lagos-Based Irish Man Accused Of Infecting Girlfriend With HIV

James Turner, the 67-year-old Irish national based in Nigeria, has said he slept with no fewer than six other ladies. Turner is the man accused by his 31-year-old Nigerian girlfriend of deliberately infecting her with the Human Immunodeficiency Virus, HIV. Turner also confessed to have sent his wife back to the Republic of Ireland, when his status was confirmed, in order not to infect her with the virus. It was gathered, during interrogation that among the girls the suspect had slept with was his girlfriend’s friend. The concerned ladies, it was gathered, were all commercial sex workers. Read more after cut....

However, unconfirmed reports said he had slept with more than six ladies. His girlfriend, identified simply as Helen, reported Turner to the police last Friday, after the latter reneged on his promise to settle the former with N2.5 million. Helen said that she stumbled on the anti-retroviral drugs her lover of eight years had been secretly taking, four months after his status was confirmed.
Three years ago The Benue State-born lady disclosed that Turner’s status was revealed three years ago, when she went with him to the hospital for the treatment of an unknown ailment. She said: “When we got to Liester Hospital, Ikeja, they ran some tests on him because he was sweating and also running temperature.

The doctor gave him drugs for malaria. “At that hospital, if one is sick and has such high temperature, they will run a HIV test on the person without his knowledge. After running the test on him, the doctor invited us to his office and asked if he could talk to him in my presence, he said no, that I should wait outside. The doctor thereafter, broke the news to him. “When we got home, he was quiet. He did not tell me anything.

I realised that he was taking a particular medication, which he hid from me. “There was a time I even drove to the hospital to pick a brown envelop, which was sealed, for him. It was his medication, but I did not open it. “When I discovered that he kept hiding his medication from me, I asked him what kind of medicine he was taking and he told me that it was for malaria and typhoid. I did not say anything because I thought that the prescription was for a long period of time. “He continued taking it for about three to four months.

So, one day I opened the medication and wrote out the name of the drug. Thereafter, I googled the name on my phone to know what type of medication it was. To my shock I discovered it was an anti-retroviral for HIV. “I went to meet Jim in the living room and asked why he was taking medication meant for people living with HIV and also asked if he was HIV positive, but he said no. “He told me that the doctor gave him the medication for his legs, which has caused him sleepless nights.”
Helen’s worst fear was confirmed during a visit to the doctor, who disclosed that her lover was HIV positive. To ascertain her status, the doctor also ran a test on her, where she was discovered to have been infected with HIV. According to her, “since the visit to the doctor with Jim (her pet name for Turner) his love-making with me increased as if he was madly in love with me.” Decision to send wife back Turner, who refused to speak with journalists, however, insisted that Helen infected him with the virus.

But during interrogation by policemen at the Ikeja Division, he stated that he had to send his wife back to Ireland on discovering that he was HIV positive, in order not to infect her with the virus. He also said that he slept with other ladies after his status was confirmed, right in his apartment. He also insisted that Helen infected her with the virus, pointing out that she might have contacted the virus from Kaduna State, where she spent some months to sell a property in 2013, same year he was confirmed to be HIV positive.

But asked why he hid the anti-retroviral drugs from Helen, he kept mum. He was released on bail, weekend, to treat himself of an injury he sustained on one of his elbows, from which he was bleeding. Police, however, assured that measures had been put in place to prevent further infection of other ladies by the suspect. Lagos State Police Public Relations Officer, Dolapo Badmus, who confirmed the arrest, said: “We are waiting for expert’s opinion to conclude the charge against the suspect.”

National Assembly Bows to Pressure, Begins Move to Make Earnings Public

The persistent agitation against the secrecy of the salaries and allowances of members of the National Assembly has in recent times been of great concern to both the leadership and management of the lawmaking institution as they have recently decided to make their earnings public.
THISDAY learnt at the weekend that in line with the seeming principles of accountability and transparency of the administration of President Muhammadu Buhari, the management of the National Assembly has come up with a proposal meant to instill some disciplinary measures into the fiscal affairs of the National Assembly.

THISDAY was reliably informed that these disciplinary measures being conceived by the leadership of the National Assembly would result in transparent spending of the National Assembly's financial allocations.
According to a source, when the plan is finally perfected, the earnings of both the legislators and civil servants would no longer be secret but would be made open to the public.
The source further said it was not only members of the public who had been protesting the secrecy of the earnings of the federal lawmakers particularly their allowances but also few lawmakers who have equally been at the vanguard for calls for transparency in their earnings.
"Against the backdrop of persistent outcry by the public and some legislators to disclose their wages, salaries and allowances, efforts in this regard appear to be gaining acceptance by the leadership of the National Assembly.
"Realising the importance and need in line with the current administration's drive and focus of President Buhari, the management of the National Assembly is proposing certain fiscal and monetary disciplinary measures to bring about the prudent and transparent approach to the expenditure of legislators and the bureaucrats," the source said.
According to him, the protracted agitation for financial and budgetary transparency in the National Assembly has been a nightmare to the leadership and hence, the need to address the situation once and for all.
Furthermore, the source said the measures being put in place would address the handling of financial autonomy of the National Assembly vis-a-vis the transparency of money drawn from the first-line charge by members.
In addressing this, THISDAY learnt that the National Assembly had planned to develop what it called "procurement manual" by amending the current Procurement Act.
This amendment, it was further learnt, would introduce a new clause into the Procurement Act which would not only give the federal legislature the full fledged opportunity to develop their own template for the disbursement of monies drawn from the fine-Iine-charge but also extend the same measure to the judiciary.
The new procurement manual being conceived by the National Assembly, THISDAY gathered, would be a marked departure from the existing "charts of account" earlier developed by the executive. The chart of account, it was learnt, would not be suitable for the fiscal management being conceived by the National Assembly.
In addition, the National Assembly, in its commitment to the new plan, will transmit the changes in its financial management to both the accountant-general of the federation and auditor-general of the federation to serve as a guide to them in the implementation of the new fiscal arrangement.
"To address the vexed issues of financial and budgetary transparency, the National Assembly management is coming up with ways to streamline the vexed issues of first-line charge, that is, the financial autonomy of the National Assembly and the running cost for legislators' constituencies. For instance, they observed that the National Assembly is still using the charts of account developed by the executive. These charts of account did not take into account the peculiarities of the National Assembly.
"The management is therefore proposing an accounting manual that reflects the National Assembly's peculiarities. In addition, the National Assembly also plans to introduce a clause to be included into the Procurement Act currently being amended. This will henceforth allows the National Assembly and the judiciary, being separate arms of government that are on first-line-charge, to develop and operate their own procurement manual.
"In the long run, in line with transparency, the National Assembly political leadership and management plans to transmit these financial changes to both the accountant-general of the federation and the auditor-general of the federation for their guidance and implementation," the source added.
rable top Nigerian companies that have already signed on to the initiative. For Nigeria, what I will like to do is to create a specific. I will call it the US-Nigeria CEO Dialogue, which would be a specific programme for Nigeria. That would be by first quarter of next year," she said.
Ndiaye added: The objective is to increase bilateral trade between the US and Africa. The other objective is to make sure that American companies are being understood and they take advantage of the emerging Africa. Wherever you go, they talk about the emerging Nigeria, and emerging Africa. So, we want to be part of this emerging trend. But most importantly, we want African companies and business leaders to sit down at the same table with American companies and tell them (the U.S. firms), how to do business with Africa and how they can both partner to do business.
" It is either we help them do business in Africa or as partners in America. We have realised that Africa is an untapped market. Africa is not just one country. It is made up of 54 countries. But a lot of people outside the continent think Africa is one country. We know that Nigeria is the biggest. But this initiative is a win-win situation. It comes with favourable investment climate and It comes with a know-how of the market.
"We give access to markets to our members. We have more than three million companies as our members which makes us the largest business federation in the world. We don't give grants to anybody because we are not a bank. We are a policy shop. But we give access to where the resources can be because we advise you and open the door for businesses. And if your product is bankable, we would be able to take you to the right partner," Ndiaye explained.

Wanted former Defence Minister, Obanikoro, Arrives Nigeria at Last

According to a report by ThisDay Senator Musiliu Obanikoro, a former minister of Defence, will arrive the shores of Nigeria from the United States of America, two years after he left the country to pursue a postgraduate degree at Oglethorpe University in Atlanta.

THISDAY has it on good authority that the former minister, whose family members have had very rough engagements with the EFCC over different allegations involving money decided to return to the country after the commission formally extended an invitation, but not before breaking into his home in Park View, Ikoyi, months back.
Obanikoro, who is expected to touch ground early this morning in Abuja, the nation’s capital enroute London Heathrow, was said to have stayed away first, because no formal invitation had been extended to him, noting that all that had been said and reported about him were not in official capacity.
But as soon as a formal invitation was sent to him, his lawyers were said to have promised the commission that he would honour it, more so that he had nothing to hide.
Apart from his studies, one other reason he was said to have stayed back in the US was to address some health issues, sources claimed was very crucial.
He was recently said to have had a spinal cord surgery.
Family sources said although Obanikoro had reservations about coming home to confront the allegations given the commission’s penchant for disregarding the rule of law, he however gave in when the need to clear his name became even more compelling.
More importantly was an email allegedly sent to him by the US Democratic candidate, Hillary Clinton campaign group, following the boasting by the Republican Candidate, Donald Trump that he would jail her if he became president.
Thus, while sharing her thoughts with Obanikoro being a supporter of the Democratic party, Clinton, THISDAY learnt, wrote in the email: “Muhammed, last night, Donald Trump said that if he were elected president, he’d target Hillary and said she would be in jail if he were in charge.
“Threatening to jail political opponents isn’t what we do in America, Muhammed. Those are the words of totalitarianism.”
Obanikoro, sources said, was moved by those words of Clinton and her team and decided to return to the country to clear the mess once and for all.
A family source who claimed to be privy to some of the facts of the case claimed the commission had deliberately slanted the facts of the case in order to have a reason to bring Obanikoro in, otherwise, the money in question was not in anyway connected to the arms deal but from the imprest accruable to the office of the National Security Adviser (NSA).
He also claimed that some of the disputed funds were used when Lagos was under the threat of Boko Haram, while the rest were given to Ekiti State Governor, Ayodele Fayose and Senator Iyiola Omisore to prosecute their elections in 2014.
Efforts to reach Obanikoro did not yield as family members said he would not speak until he is done with the EFCC. But THISDAY gathered that he would be led to the commission by his two lawyers, Mr. Lawal Pedro and Mr. James Onoja, both Senior Advocates of Nigeria (SAN).

She said they presume Nigerians came for economic reasons but it seems they are all looking for easier life.

“We presume that most of them came for economic reasons.”. Speaking after her tour of Mali, Niger and Ethiopia.

So far this year more than 10,000 Nigerians have applied for asylum seeker status in Germany, and 13,000 have applied from Eritrea.

The country is the most sought-after destination for migrants, partly due to Mrs Merkel’s policy to open the borders to them.

This is in contrast to migrants from Iraq or Syria who are fleeing war and persecution in their homelands, notably from bloodthirsty regime ISIS.

She said not all Nigerians who claim to be fleeing Boko Haram are doing so, and are therefore ineligible for international protection under the conditions afforded to asylum seekers.

A 24-year-old suspect, Tayo Adeyemi, has been arrested by the Lagos State Police Command.
The young man was arrested after he confessed to have been hired to kill a female hotel lodger in the Alakija, Satellite Town area of the state.

According to The Punch, Adeyemi, who hails from Kwara State, revealed that he was arrested by the police after he sneaked into the hotel, White House, and demanded that his target, simply known as Rosemary, had s*x with him so he would spare her life.

Punch Metro reports that Adeyemi, who dropped out of senior secondary school, was arrested by the Satellite Town Police Division last Thursday.
It was learnt that penultimate Wednesday, Adeyemi was brought by two gang members on a motorcycle to the hotel to kill Rosemary.

However, once Adeyemi laid his eyes on his supposed target, he reportedly fell in love with her and eventually attempted to r*pe her after she rebuffed his pleas to have s*x with him.
Rosemary, however, raised the alarm.

The hotel management subsequently called the police, and Adeyemi was arrested.
The Punch reports that one locally-made pistol and a live cartridge were recovered from Adeyemi, who had been transferred to the Special Anti-Robbery Squad, Ikeja.
The police said the suspect belonged to a three-man gang, adding that a manhunt had been launched for the fleeing two gang members.

Speaking with Punch Metro, Adeyemi said he gave the woman N1,500 to have s*x with her, adding that he fell in love with his target.
Adeyemi, who spoke in pidgin English, said, “I was working as a casual worker at a bottling company in the Apapa area before I met the gang members in the Ajegunle area. A friend, Wisdom, had invited me to stay in his house.

“His friends, who are Eiye Confraternity members, saw me and said they had a job for me. They said the job was to kill a woman. I said I could not do such a job, but they threatened to kill me and since they had guns, I was afraid.

“Finally, I was left with no option but to do their wish. One of them, Ahmed, gave me the gun and they brought me on a motorcycle to the hotel. But when I got to the hotel room and saw the woman, I fell in love with her and I had mercy on her.

“I told her that I was sent to kill her, but since I loved her, I would just have sex with her. When she declined, I offered her N1,500, and said I would take her necklaces and wristwatch away and lie to my gang members that she had been killed. But she raised the alarm.

“Everyone in the hotel called the police, the Oodua Peoples’ Congress and other vigilance groups. The hotel management called the police at the Satellite Town division.

“When my parents heard about my arrest, they were disappointed. I told them that I was being threatened by the cult members. I did not mean to kill the lady. Otherwise, I would have shot her and run away.”
The state Commissioner of Police, Fatai Owoseni, said the command would not give criminals a breathing space in the state.
