THE Ogun State Government Has Announced A Reshuffle In The Membership Of Its Executive Council

The exercise affected four Commissioners and four Special Advisers to the Governor.


Those affected include Ronke Sokefun, who before now was the Commissioner for Agriculture.


Sokefun moves to the Ministry of Urban and Physical Planning.


Bashorun Adebola Adeife, who used to be the Commissioner for Urban and Physical Planning, now moves to the Ministry of Inter-Governmental Affairs.



Also affected is the erstwhile Commissioner for Special Duties and Inter-Governmental Affairs, Barrister Leke Adewolu, who now superintends the Ministry of Special Duties.


One of the newly sworn-in Commissioners, Abiola Kufile-Okonji, is now in charge of the Ministry of Women Affairs and Social Development, while a Consultant to Governor Ibikunle Amosun, Ronke Onadeko, will oversee the Ministry of Agriculture pending the appointment of a substantive Commissioner for the Ministry.


The affected Special Advisers are the Special Adviser to the Governor on Housing, Bayo Adeyemi, who now moves to the Ministry of Education, Science and Technology; Yinka Odufuwa, hitherto of the Ministry of Agriculture, moves to Forestry, while Akinola Lawson, formerly of the Ministry of Culture and Tourism, moves to Special Duties.


Others are Segun Adesanya of the Ministry of Special Duties, who moves to Youth and Sports, while Gbenga Opesanwo is in charge of Transport.


The reshuffle takes immediate effect.

I Hired Assassins For N500,000 To Kill My Husband Out Of Frustration

The Lagos State Police Command has arrested a 41-year-old woman, Chika Orji, for allegedly paying a hired assassin N500,000 to kill her husband.
According to Vanguard, Orji was arrested by operatives from the Area ‘J’ Command, Ajah, for hiring the hitmen to kill her husband of 14 years over a disagreement which led to their separation.Read more after cut...

It was gathered that the plan was truncated after one of the assassins, Bright Ikechukwu, was arrested while attempting to break into Orji's house at Jakande Estate in the area and during interrogation, confessed that Chika sent them to murder her husband.
One of those the woman contracted was identified as Ekene, a carpenter who used to work for her husband.



Confessing to her crime during interrogation, Chika, a mother of four, said she was frustrated by her husband and only sent the thugs to teach him a lesson and not to kill him.
“We got married 14 years ago and are blessed with three daughters and a son. All of a sudden, my husband became a wife beater.


He would beat me leaving me with a swollen face and would also threaten to kill me. He chased me out of the house three years ago.
I made several efforts to get my children back, part of which was to report him to human rights offices for settlement.


But he did not honour any of the invitations. Both families have made attempts to settle us, but he would not listen.
He was served with a court warrant over the issue, but he also refused to show up. Along the line, he sold the house we both built for N85 million, but never gave me any dime.
He also stopped our children from visiting me and any attempt to see them always resulted in beating. Out of frustration, I told Ekene, our carpenter, to beat him up.
I did not pay him or hire anyone to kill him. I am a frustrated woman and I am sorry for everything.”


But countering Chika's statement, Ikechukwu, a Delta State-based plumber, told the police 
that she paid the gang to kill her husband.
“I live in Ogwuashi-Ukwu, Delta State. My friend, Ekene, said he had a job for me. This was three weeks ago.
I hurriedly came to Lagos and stayed with him in Ajah, where I met another of his friend, Samuel. He told us that Madam Chika promised him N500,000 to kill her husband.
Thereafter, he told Samuel to take me to Mr. Orji’s house, to identify the target. We went there and hid inside a tricycle, waiting for Mr. Orji, whom we were told always came to open the gate himself whenever he was returning home.
But on that day, it was his daughter that opened the gate. We went back the next day, yet it was his daughter that opened the gate again.
By the time we went the third day, it was Mr. Orji that opened the gate himself. The plan was to rush to him and stab him eight times in the chest, rib and neck.
But Samuel who was supposed to stab him went to buy cigarette and by the time he came back, our target had gone inside and shut the gate.
Out of frustration, I went back home and told Ekene to give me my own share of the money that I was going home. But he stated that Madam Chika would only pay after the job was done.
I decided to go to Mr. Orji’s apartment to steal instead, to get some money to go back to Delta State.
But as I was trying to jump the fence, somebody raised an alarm which attracted members of a vigilante in the area, who apprehended me. I had to open up when they almost killed me.”

The State Police Public Relations Officer (PPRO), SP Dolapo Badmos, has confirmed the incident, adding that investigations are still on the suspects would be charged to court soon while efforts are on to arrest the fleeing assassins.

Judge On The Run: Federal High Court JudgeOfili-Ajumogobia Busted In Fake Hospital Admission Scam

A Federal High Court judge, Rita Ofili-Ajumogobia, has been busted by detectives of the Economic and Financial Crimes Commission in a hospital admission racket in Lagos. Justice Ofili-Ajumogobia on Wednesday morning told EFC officials by phone that she was on admission in a Lagos hospital in Ikoyi to explain away the reason she could not respond to the anti-graft agency’s invitation for interrogation in the last two days.

Five other judges, Mohammed Nasir Yunusa, Hyeladzira Ajiya Nganjiwa, Appellate Court Judge, Uwani Abba-Aji, Justice Agbadu James Fishim and Musa Haruna Kurya had in the past two days responded to EFCC invitations. Some of the judges were accompanied by their lawyers and were reported to be cooperating with EFCC operatives investigating alleged corruption in Nigeria's judicial system.


Curiously, Ofili-Ajumogobia, one of the invited judges expected to show up at the commission on Tuesday called in on Wednesday to claim she was admitted into the "intensive care unit" of Golden Cross Hospital on Bourdillon Road in Ikoyi but an attempt by EFCC agents to pay her a “courtesy call” shows that she had not been to the hospital since October 13, 2016.

EFCC detectives, however, found that a medical staff of the hospital was trying to insert her name into their records as their patient.

When they could find her in the hospital they called her on her mobile phone to ask where she was; she restated that she was in the intensive care unit only to cut off the call as soon as EFCC officials told her they have searched the private hospital and couldn’t find her.

EFCC officials told Saharareporters that the medical director of the hospital has been invited to the commission’s office in Ikoyi to explain his role in the latest saga.

NDLEA Arrest And Seizes N175m From Two Suspected Drug Traffickers

Operatives of the National Drug Law Enforcement Agency have arrested two suspected drug traffickers for allegedly laundering hard currencies estimated at about N175m from Greece and Austria.
It was learnt that the suspects – Edos Nicholas and Hallowell Lovely – were arrested at the Murtala Muhammed International Airport during the screening of passengers onboard a Turkish flight.Read more after cut........


 Nicholas was found in possession of €279,190, while $30,000 and £46,450 were recovered from Lovely. They reportedly concealed the sums inside envelopes and shoes.

Nicholas, who claimed to be working in a bakery in Austria, told investigators that several people had given him the money abroad for onward delivery to their relatives in Nigeria.

The suspect said, “The money does not belong to me. It was given to me by different people in Europe to give to their relatives. I have been living in Vienna, Austria, for over 15 years.”

The second suspect, Lovely, said, “I live in Athens and I work in an African shop. I have lived there for 12 years. The money belongs to many people and some of them are my friends.”

The NDLEA commander at the MMIA, Ahmadu Garba, said the money was found during routine search of passengers.



“We discovered €325,640 and $30,000 during the inward screening of passengers on a Turkish flight. Edos Nicholas was found in possession of €279,190 and Hallowell Lovely was found in possession of £46,450 and $30,000 – about N175m (parallel market) in all,” he said.

However, the NDLEA Chairman, Col. Muhammad Abdallah (retd.), said the sums were illicitly laundered, adding that the director of Assets and Financial Investigation of the agency, Mrs. Victoria Egbase, had taken over the investigation.

He said, “This is a suspected case of money laundering. Criminal groups seek to conceal the origin of illegally obtained money. It is pertinent therefore for us to trace the origin of the money and prevent the introduction of criminal funds into the economy. Consequently, I have directed that the case be meticulously investigated.

“Preliminary investigation revealed that both suspects are frequent travellers who are working with international drug trafficking organisations. Besides, their sources of income must be verified. The cases shall be properly investigated and necessary action taken as laundered funds could be used to finance terrorism and distort the economy, among others.”

Veronica Panarello throttled her son Loris Stival with electrical cables and abandoned his body in a remote gully in Santa Croce, Sicily.

Panarello had tried to pretend her son had been abducted, telling police she had taken him to school and that he had disappeared by the time she came to collect him in the afternoon.


Police began to suspect the boy’s mother, judge Andrea Reale was told, when CCTV footage at the school did not back up her story.

She was found guilty of the boy’s murder and of concealing a body.

Veronica claims that murdering her son wasn’t all her idea. She blames the grandpa whose knob she was slobbin’. Let her tell it, Andrea Stival conspired to kill the boy after he stumbled upon them having sex one time.

Facts emerged on Tuesday that banks in the country decided to stop their naira debit cards from working abroad after the Central Bank of Nigeria asked them to adopt the interbank foreign exchange rate as the basis for charging customers for foreign currency-denominated transactions.

Deposit Money Banks, including Standard Chartered Bank, Stanbic IBTC Bank and Guaranty Trust Bank Plc, had on Friday announced the suspension of the cash withdrawal from Automatic Teller Machines and PoS terminal transactions abroad using naira debit cards.


Also suspended by the banks are online transactions denominated in foreign currencies.

Top officials close to the development told our correspondent on Tuesday that the CBN had during the last Bankers’ Committee meeting held in Lagos last week directed the banks to add only N5 profit margin to the official interbank rate on all foreign exchange-related transactions carried out with naira debit and credit cards.

The development, the officials said, forced the banks to stop all foreign transactions on their payment cards.

A top official of a tier-1 bank, who spoke under the condition of anonymity, said, “During the last Bankers’ Committee in Lagos, the CBN directed banks to add only N5 to the official interbank rate of N305 to the dollar, or whichever rate is prevailing at the interbank market. Banks said this was not possible because the lenders had been sourcing dollars at rates above N400 per dollar to run their card services. We could not get dollars from the interbank market.

“We have to sell at the rate we sourced it. How can we charge say N310 per dollar for something we sourced at around N400 per dollar. This is why the banks decided that rather than lose, we should just stop it. The CBN has given the directive and we have to cope, because we will give returns. So, rather than being found wanting, it is better to stop the forex transactions on our naira debit cards.”

The decision of the banks to stop foreign currency-related transactions on naira debit cards has affected intending travellers and the sUnited Kingdom and Canadian visa applicants, with many of them finding it difficult to pay for their visa applications online with naira debit cards.

Sources told our correspondent on Tuesday that the CBN had wanted banks to stop dollar transactions on naira debit cards, arguing that only few Nigerians travelled abroad to use their naira debit cards to withdraw dollars and shop.

“I think it is a strategy by the CBN to reduce the dollar demand. They think if they reduce demand for dollar, the exchange rate will come down. They know that if they ask banks to add just N5 to the official interbank rate as their fees, many of us will not be able to cope and we will back down,” a top official in another tier-1 bank said.

The decision by some of the banks to suspend naira debit card usage overseas and online forex transactions came barely one week after the CBN had raised concerns about what it called the indiscriminate and suspicious manner in which some bank customers were spending dollars and other foreign currencies abroad through their naira debit cards.

Consequently, the regulator said it had concluded that bank customers who spent above the $50,000 annual forex limit it imposed would be barred from the nation’s forex market.

The Director, Banking Supervision, CBN, Mrs. Tokunbo Martins, stated this after the 329th Bankers’ Committee meeting in Lagos on Wednesday.

She said, “In the CBN’s move to manage the demand for forex, there was a rule that people were not allowed to withdraw more than $50,000 annually on their naira debit cards.

“For a while, the policy has been abused by bank customers, and the CBN has not taken any step to that effect. We have decided to take the step now to enforce the rule. So, we want members of the public to remember that that rule is in place.

“All your accounts are linked to a particular Bank Verification Number. Now, that the BVN only allows you to withdraw only $50,000 per annum, if people continue to breach that rule, they will lose access to the forex market.”

On Wednesday, the country’s external reserves hit an 11-year low of $24.21bn, according to data posted on the CBN website.

This means a limited amount of dollars will be available at the official interbank spot market, fuelling concerns over another round of depreciation of the naira.

The foreign exchange reserves fell by $600m in two weeks before shedding $1bn in four weeks, the CBN statistics showed.

A Startimes Operations Manager in Minna, Niger state named Damilare Oladapo Oluwafeyisan, 35 gruesomely passed away on Monday, 17th, October, 2016 after suffering a severe fire accident from an electric generator explosion.

According to his fiancée - Miss Temitope Makinde who spoke to Tori News, Mr. Oluseyisan fondly called Dre was assisting his neighbour to switch off the seemingly faulty generating set around 12:15am on Sunday, the 16th of October when the device inexplicably caught fire which rapidly spread across his body.


Dre writhed in unbearable anguish as efforts were made to put off the fire that had enveloped his entire body sparing his face alone.
The victim was swiftly rushed to the General Hospital Minna, Niger state where he finally gave up the ghost at 9:30pm the following day (Monday) due to the alleged negligence, inadequate medical apparatus and gross incompetence of medical officials on duty.

Miss Temitope who narrated the tortuous ordeal of Dre to Tori News amidst uncontrollably tears and gnashing of teeth believes the hospital apparently exacerbated the already critical condition of her lover, who was already making frantic preparations to marry her in May, 2017.

"My Dre shouldn't have died at all. No doctor was available to treat him. The available nurses only placed him on drips with no concrete treatment procedures while he laboured to survive in excruciating distress" Temitope said in a heavy voice.

"In fact, you will not believe the hospital had no drugs at all and other medical kits for accident victims. The nurses kept referring us to buy stuffs outside the hospital premises" she continued.

"It was crystal clear that Dre was dying as his mode of breathing changed and his heartbeat was irregular while he rolled from one side of the bed to the other in unbearable discomfort" Temitope averred as tears rolled down her cheeks.

When Tori News probed further about the depth of the medical treatment, she revealed painkillers were administered to him to suppress his turbulent health condition but they proved ineffectual as the patient remained totally unstable.

"He laid on his sick bed scantily clad at an open ward in the full glare of the public after his burned skin was peeled. His clothes and bed sheets had to be changed recurrently as they were always drenched in his body fluids" 

"He became an object of sympathy as different people stared at his severe skin burns with compassion"

"What hurts me most is that no doctor was available to attend to my fiancé as he started to die slowly due to loss of energy"

After deliberations, Dre's eldest brother – Tunde, Temitope and other loved ones who were with him at the emergency ward decided to transfer him to a standard hospital in Abuja with improved medical facilities as his resounding cries rented the air of the ward without adequate medical attention.

Their decision was impeded by a bureaucratic procedure - authorized referral letter from the medical doctor in charge who was nowhere near his office from the afternoon period till the evening thereby leaving the hapless Dre to the cold hands of death.

According to Temitope, all efforts to reach the medical doctor proved futile till Dre gradually started dying. The handsome and promising young man who observed his National Youth Service programme alongside Temitope in the year 2011 at Akwete, Ukwa East Local Government Area - Abia State was finally pronounced dead at 9:30pm on Monday after he lost consciousness.

Temitope, a civil servant based in Kano wishes she could wake up from the nightmare of her lover's abrupt end as the family mourns him endlessly.

"If tears could restore the life of a dead person, Dre would have been back with me by now as I can't just be consoled about the loss" she lamented.

"I want people especially the government to know the importance of having adequate health facilities and well trained medical personnel in the country. Many promising lives of talented heads have been lost to the absence of adequate medical facilities in government hospitals."

"My Dre was very intelligent, hardworking, always touching lives, smiling and rarely gets angry but I have lost him" she concluded. 

Dre has since been buried at a cemetery in Minna by his family on Tuesday, the 18th of October, 2016. Dre was the 5th son of his mother who had six boys hailed from Ijebu in Ogun State but he grew up in Kano city. 

Temitope met Dre during their service year in the South-eastern part of Nigeria and the duo started off as close friends for over 5 years before they later fell in love with each other in August this year.

How Obanikoro Shared N4.745billion Fayose, Omisore Got N3.8b Arms Cash, Says Obanikoro

DETAINED former Minister of State (Defence) Musiliu Obanikoro yesterday made more revelations on how the N4.745billion wired to a company linked to him by the Office of the National Security Adviser (ONSA) was shared.

The money comprised N4.685billon transferred to Sylva McNamara Limited and N60million ($5.77m) cash personally given to Ekiti State Governor Ayo Fayose by the ex-Minister.

Fayose issued a statement yesterday, saying Obanikoro’s return from overseas was planned to nail him. He did not deny receiving money from the former minister.


Obanikoro told Economic and Financial Crimes Commission (EFCC) detectives that N3.880billion was allocated to Fayose and Sen. Iyiola Omisore out of the cash.

He also said he handed over $5.377m cash to Fayose at Spotless Hotel, Ado-Ekiti in the presence of the former Secretary of the Peoples Democratic Party (PDP) in the state, Dr. Tope Aluko, and other party stalwarts.

He reportedly demonstrated how Fayose collected the cash and put it “in the room next to where we were seated”.

The ex-minister, who made the disclosures during another round of grilling, said there were heaps of bank transfers to buttress his statement.

He said: “Out of N4.685billon transferred to Sylva McNamara Limited, N3.880billion was transferred to both Ayodele Fayose and Senator Omisore through cash and bank transfers.

“The dollars contents were handed over to Fayose personally by me in the presence of some party leaders and he collected it and took it to the room next to where we were all seated.

“The location where I gave the dollars to him is called Spotless Hotel, Ado-Ekiti. One of the party leaders that was present is Dr. Tope Aluko, who was then the secretary of our party, the Peoples Democratic Party (PDP).

“I transferred N1.7 billion to Omisore. The money was paid into his account and companies nominated by him. He gave the list of companies for the transfer of the N1.7billion that was released by the NSA to him.

“The funds were therefore transferred as prescribed by Omisore in full. That is to the account of the companies he provided. Details can be obtained from the bank that transferred the money.

“I, Musiliu Obanikoro, did not buy or sell any landed property from Sen. Omisore. The National Security Adviser, Col. Sambo Dasuki (retd) did not disclose to me what the funds were meant for and neither did I ask or I did not know the source of the funds.”

The former Minister however claimed that the balance of N785milion was used to wage war against Boko Haram in Lagos.

He added: “The balance of N785milion was used to prosecute the following: 1. procurement of souvenirs for the promotion of anti-Boko Haram insurgency in Lagos; 2. N200million for surveillance activities; 3. N200million and other remaining funds were for operations managed by Taiwo Kareem.

“Taiwo Kareem impressed the former NSA with his management of pre and post-election funds. To God be the glory, the two elections were carried out without any loss of life

“When bomb blast occurred in Lagos on the 25th of June 2014, the NSA was disturbed and told me of his commitment to ensure that such doesn’t reoccur.

“He expressed the grave consequence that the reoccurrence will have not only on Lagos but the economy of the entire country. He emphasized the need for local input to complement the activities of security agencies. This is how Sylvan McNamara was introduced.”

The EFCC obtained yesterday a court warrant to detain Obanikoro.

The anti-graft agency has also seized his passport to restrict his movement to the country.

A source said: “We have a valid warrant from the court to detain the ex-minister pending the conclusion of his interrogation by our team. He has a lot to tell us and we are keeping him in safe custody with comfort to enable him respond to the issues we have isolated for him.

“We have also seized his passport to restrict his movement to the country pending the conclusion of the ongoing probe.”

Aluko is believed to have made a statement to the EFCC.

Aluko had last year claimed that Obanikoro and Fayose clashed when the money ferried to Akure Airport was short of N80million.

He said: “The Presidency gave us security and money; the money was sent from a Diamond Bank branch through an account run by Sylvan MacNamara, a company owned by Obanikoro.

“My boss (Fayose) said he wanted to get his own in cash and that was why such a huge amount was ferried by plane. Obanikoro cannot claim not to have brought the money.

“He (Fayose) chose his man, Abiodun Agbele, to keep the money in a bank account. The transaction was not recorded and it got to a stage when it was discovered that the money was short by N80 million.

“This caused a crisis between Fayose and Obanikoro, who brought the money. He (Obanikoro) brought other things, apart from money, which I won’t disclose now..

”The cash carried in the plane was not entered into the manifest. It was delivered to a bank at 4.30 am in Ekiti. The remaining from the cash received for the election was used to buy a house in Abuja and the house belongs to Fayose.”

THE Crown Prince of Benin Kingdom, Prince Eheneden Erediauwa Was crowned the 39th Oba of Benin Kingdom at about 2am on Thursday by the Usama N’ Ihiron also known as the Edion led by Chief Oliha.


Other members of the Edion are Edohen, Ezomo, Ero, Eholo N’ Ire, Oloton and Edaiken.


The crowning was done at a private ceremony inside the Usama Palace, a temporary building erected for the coronation ceremony.



However, the name of the new Oba is still being kept from the public until the Oba is presented to the public at Urhokpota hall.


Sources said that after the coronation ceremony was performed in the inner chambers, the new Oba was presented to the people outside.


Unlike before when the Crown Prince move about without covering his mouth, the source said he wore the crown and used a white handkerchief to cover his mouth.


It was gathered that there was huge jubilation around the Usama palace and great fireworks.


Meanwhile, a large crowd has gathered at the Usama Palace to accompany the new Oba to Urhokpota.


Among those present is Chief Omohor of Benin Kingdom, bearer of the ancient sword carried by the Oba, the Ikpakohen group ( royal drummers) from Ikpema responsible for beating the royal drum, Ekassa dance group, Isienmwenro guild amongst others.


A bridge has been constructed at the now dried up Omi River and Chief Omoruyi Isekhere is waiting to take the Oba across the bridge.



On his way to Urhokpota, the Oba will pass through Isekhere, performed some ceremony at Iwehen street under the watch of Ewaise N’ Iwehen and proceeded to cross the bridge.

The rich kids of Instagram never disappoint when it comes to flaunting their extreme wealth on social media. 
But it's generally young people who hail from the UK, the US and Russia that are known for showing off their private jets, designer clothes and luxury holidays. 
Now, however, they've got some stiff competition from the wealthiest young people in Nigeria - Africa's biggest economy - whose exploits are documented by the Richkidsnaija Instagram account.

Emeka Okonkwo, known as E-money, is the country's youngest billionaire through interests such as property, oil and gas and his own record label. 
A billion Nigerian Naira is the equivalent of around £2.5 million in the UK.

Mompha, who is the CEO of a Lagos Bureau De Change, boasted that he has 'lots of them like coupons' and is 'drowning' in a red sea of their distinctive soles.

A court has ordered a brick wall to be built through the middle of a £2 million luxury mansion shared by a feuding Russian couple.
But the structure has left glamorous Margarita Tsvitnenko, 45, unable to get to her bedroom on the second floor because the only staircase was on her husband Sergey's side of the house.
She posted on social media about her housing nightmare after her female friend was trapped upstairs in the home by the hastily erected wall and needed the emergency services to rescue her.
'One day Sergey said he was leaving me,' she said. 'We did have problems earlier because of his affairs,' she claimed.

'I put up with them because I loved him and I thought it would be wrong to split and leave our two children without both parents.
'But then he left me for good and filed for divorce.'
The court verdict was to split the family's wealth 50-50 between the spouses, and their main asset was the mansion in Moscow's elite Rublyovka suburb.

'A court expert came to measure the house and figure how we split the rooms,' she said.
'The staircase to the second floor where we each had rooms was on my ex-husband's side.
'The court said I should build my own staircase upstairs. I appealed and asked for delay until 7 March 2017 as had no money to build it right immediately.'

Margarita, who has a 12 year old son and an teenage daughter, claimed the builders had ignored a court ruling giving her longer to build a separate staircase.
'Me and my son were having a breakfast when builders came into the house, dragging in blocks of concrete,' she complained.
'A court official came too, armed with a statement saying that I should have built my staircase by now.

'I showed him the earlier court's decision that gave me more time.'
But he allegedly ignored this and the builders blocked doorways and put a wall through the middle of the house which resulted in her having no access to the luxury home's top two floors.
'The court official just looked blank, saying that my former husband was free to do anything he wanted in his half of the house,' she said.

'It was like some kind of weird farce.
'Me and my son were downstairs when it was happening, but my friend was asleep in one of the bedrooms upstairs.
'So she got blocked, marooned there.

'She couldn't' get down, it was too dangerous because of the height.
'I called police. Police called emergency services and they brought a long ladder.
'So my friend who was stuck there for several hours finally managed to get out.'

She was told she would need a new court order to regain access to the staircase on her husband's side of the divide, but says - despite the family's previous wealth - she has no money to build new access to the upstairs part of her home.
An accountant, she said she and her 52 year old ex-soldier husband, had built up a lucrative business together before their relations deteriorated.
'I go to court so often it feels like being my second job,' she said.



The Indecency In Breast Exposure

It is no longer a debatable topic of discussion that indecent dressing is seriously competing with corruption in our country. Alarmingly disturbing, the act continue to eat deep into us that even those that use to dress responsibly before, instead of keeping it up, now tend to fall prey to the quandary this days. It has gone beyond commonsense and reason

A popular saying “dress the way you want to be addressed” clarifies the fact that the way you dress verbalizes a lot about you. I know that you will all believe me if I say that this saying in recent times this saying has been thrown overboard by many of us.
Dress the way you want to be addressed”, is a popular slogan used to describe the widely held belief that the way you dress tells a lot about who you are.
This insinuation may not be totally correct, but it is difficult to explain what is societal y  decent in exposing one’s body parts that are supposed to be covered by clothes.
So much have been said about indecent dressing in Nigeria, particularly as it concerns girls in tertiary institutions and those who seek to be modern. They range from exposure of such parts of the body including the upper laps, buttocks, stomach and breasts.

The focus of this piece will however, be on exposure of breasts, popularly called cleavage.
The word “Cleavage” as commonly used in Nigeria, describes an exposed top side of the breasts of a woman. In the days of yore, especially before 1831, the term, “decolletage was commonly used to describe today’s cleavage.

Decolletage is a French word derived from the word “Decolleter” meaning to reveal the neck or more literally without a collar. The term was first used in English Literature.
In its strict usuage then, Decolletage is the neckline extending about two hand breast from the base of the neck, front and back.

Ordinarily, decolletage describes the upper part of a woman’s torso, between her waist and neck. It comprises her neck, shoulder, back and chest, that is exposed by the neckline of her clothing. In common usuage, though, Decolletage is most commonly applied to a neckline that reveals or emphasises cleavage.

However, in reality, how much cleavage exposure that takes place at any point in time depends on the purpose of the cloth or dress worn. From its origin, low cut necklines are a feature of ball-gowns, evening gowns, leotards, lingerie and swim suit, among other fashions.

Although decolletage does not in itself prescribe the extent of exposure of a woman’s upper chest, the design of a decollete garment takes into account current fashions, aesthetics, and expression of social norms and the occasion when a garment will be worn.

Though neckline styles have varied in western societies and decolletage may be regarded as aesthetics and an expression of feminity, in some parts of the world, any decolletage is considered provocative and shocking.
Unfortunately in Nigeria, the word “provocative” and “shocking” are only seen by ladies with a lot of cleavage exposure as “arousing interest of the opposite sex” in a pleasant manner.

This is against the intended message of seeing cleavage exposure as attracting annoyance or anger in a strange or awkward manner.
This is the crux of the matter.
It is now fashionable for the average Nigerian girl or lady who wants to be seen as modern to wear tops with ample cleavage exposure, not minding the occasion.
Unfortunately for girls in tertiary institutions they end up attracting more than what they bargained for.

In the words of a senior lecturer who spoke to Women/Style/Living Desk anonymously. “It is now a common sight to see youths either shabbily or offensively dressed on the streets, where sensitive parts of the body are exposed.
“This is unNigerian and amounts to a serious affront on Nigeria’s sense of morality and decency.
“Most irritating is the prevailing trend among our youths who exposed themselves, clad in dresses that reveal the essentials, boobs, buttocks, backs and hips.
“The common sights on our streets are boys and girls wearing trousers and skirts falling from their buttocks and they call it sagging”.
All of these traits now in Nigerian youths and some mothers who are supposed to caution their children are imbibed from foreign cultures without a thought as to when such attire may be worn.

According to history, gowns which expose a woman’s neck and top of her chest were very common and non-controversial in Europe from about the 11th century to the Victorian period in the 19th century.

The Victorian period is the period of the reign of Queen Victoria of the United Kingdom, especially the 19th century.
During this period, ball or evening gowns especially featured low square decolletage designed to display and emphasise cleavage.

However, the wearing of low cut dresses which expose breasts was considered more acceptable then, than they are today, with a woman’s bared legs, ankles, or shoulders considered to be more risqué than exposed breasts.
It is noteworthy that during the 16th century, women’s fashion with exposed breasts was common in society, even among queens and commercial sex workers. It was therefore emulated by all classes of women.

It is in line with this that cleavage exposure seems to be widely viewed in the Nigerian context among girls and ladies who indulge in it.
In aristocratic upper class circles, though, the display of breasts was at times regarded as a status symbol, as a sign of beauty, wealth or social position.

From the Renaissance onwards, the bared breasts even invoked association with nude sculptures of classical Greece that were exerting an influence on art, sculptures and architecture of the period.
After the French revolution, decolletage became larger in the front and less in the back. It continued during the fashion period of 1795 to 1820, when many women wore dresses which bared their bosom and shoulders.
But during the Victorian period, social attitude required women to cover their bosom in public.

For ordinary wear, high collars were the norm.
Towards the end of the Victorian period, the full collar was the fashion, though some decollete dresses were worn on formal occasions.
Over the years, that followed decolletage passed through various changes and or adjustment, but during a short period in 1964, topless dress design appeared at fashion shows.

However, those who wore the dresses in public found themselves arrested on indecency charges.
The implications are that in western and some other societies, such as Nigeria, there are differences in opinion as to how much body especially breast, exposure is acceptable in public.

Unfortunately, the level of cleavage exposure in Nigeria has become not only appalling, but has been found to be the cause of numerous criminal sexual attacks on women in Nigeria.

This is mostly due to the low level of exposure and awareness of the Nigerian society, compared to the western societies from where these traits were copied.
It can therefore be argued that the remote causes of most of the sexually related criminal acts that plaque the Nigerian society today are traceable to this trend of indecent dressing.
