Once Upon A Time in Gambia By Reuben Abati

I have very vivid memories of my last visit to The Gambia. This was in 2013 when President Goodluck Jonathan paid a two-day visit to the country.  In the course of that visit, President Jonathan commissioned the new Chancery of the Nigerian Embassy in Banjul, and also met with the Nigerian community, in addition to the usual bilateral meetings. Nigeria and The Gambia have very strong cultural and diplomatic relations.

       

We were quartered at a very nice, hospitable seaside hotel, the Coco Ocean Resort. One of the first things I noticed was the large population of female tourists, lounging by the pool-side and the sea-side, with biceps-wielding, six-packs-flaunting young dark-skinned men on the prowl, with gigolo-ish gait and mien. A female member of our entourage who had gone to the restaurant alone, later returned - visibly shaken and alarmed and what was her problem: one of the male ushers in the hotel had asked her if she would need a man to keep her company so she could have a real taste of Gambian hospitality. 

      

We laughed over it later, but you could not but wonder whether this was one of the reasons why The Gambia holds a special attraction for middle-aged ladies from Europe.  There was no time to conduct further research into that aspect of our encounter with The Gambia. I was far too busy for that. But there was no doubt that The Gambia under President Yahya Jammeh took the country’s tourism endowments seriously: a beautiful seaside, good weather, low crime rate, good hotels, beautiful women, adventurous young men, and a meek populace.
       

President Yahya Jammeh was determined to give President Jonathan and his delegation a good reception.  From the airport to the hotel, you would think a festival was afoot. A public holiday was declared and our visit was aired live on radio and television. When we got to the hotel, President Jonathan’s vehicle was immediately serenaded by a cavalcade of horse-riders and a full band of drummers, singers and bag-pipers in colourful costume. They led our convoy to the Presidential suite, where security had been heavily deployed in fitting recognition of the importance of the visitor.  President Jammeh like virtually every other West African President took a special liking to President Jonathan- the only one who was aloof and liked to act like the father of everyone was that one in Cameroon, although I must say when we went there for a security summit, he received us excellently well too.
      

We felt very much at home in The Gambia. We were kept in rooms that were a bit far away from the President. And whenever that happened, the aides were always excited. It meant we could have a little more freedom away from the searching eyes of the security people around the President. And those ones, I will tell their story someday because they were fond of disturbing other matters of state and personal interest by suddenly interrupting with calls: “Oga dey call you, Oga says you must come now, now” only to get to the big man and he tells you, “No, I didn’t ask after you.” By the time you hang around for a while, just in case the big man would change his mind, whatever plan you were pursuing would have been aborted, or seeing you, the boss would find an assignment for you or drag you into a meeting.  Angry, deflated, you went to the security man who made the phone call: “But you said Oga sent for me.” Those guys always managed a poker face: “But you know it is always good to stay around Oga in case he needs you.”  
    

I was impressed by Jammeh’s hospitality and respectful disposition towards President Jonathan. I recall that in 2012, when President Jammeh tried to succeed President Jonathan as Chairman of the ECOWAS Authority, his own colleagues, including President Jonathan, opposed him. He rarely attended ECOWAS meetings. His then Vice President, the motherly, regal and polite Isatou Njie-Saidy always occupied The Gambian seat.  But he usually showed up when a new Chairman was to be elected.  Seniority is something that is taken seriously within the club of African Presidents.
     

They refer to themselves as “my brother, my brother”, but they are always very mindful of seniority and that is one of the reasons why the likes of Paul Biya, Robert Mugabe, Yoweri Museveni, Teodoro Obiang Mbasogo behave and speak as if they are God in human form. Each time Jammeh wanted the ECOWAS Chairmanship position, he behaved as if it was his birthright, but in 2012, and again in 2014, he was bypassed for junior Presidents as had been the case since he first expressed interest in the position in 2001. He was the only long-serving President who was never allowed to chair ECOWAS.  He must have been aware of President Jonathan and Nigeria’s stand on the question of his Chairmanship, but he never held it against both. In fact, Nigeria and Nigerians were so influential in The Gambia under Jammeh, ordinary Gambians complained openly about the overwhelming influence of Nigerians in their country.
    

Everything went well during our state visit until it was time to meet with President Jammeh in the State House. It was part of my duty to introduce the Nigerian President’s delegation, except someone else seized the microphone and I stepped down.  In The Gambia, mere protocol recognition of the President of the country ended up being a major problem. His full titles had to be mentioned, and in a correct order in order not to upset him. The pre-meeting briefing by my Gambian counterpart dwelt too heavily on the titles: His Excellency, Sheik Professor Alhaji Dr Yahya Abdul-Aziz Awal Jemus Junkung (AJJ) Jammeh Nassiru Deen Babili Mansa, President of the Republic of The Gambia.  It was something like that. The security guards were also rough and menacing. Security men often do not understand the language of diplomacy. We went to many countries where we were treated roughly and our own security men often threatened to retaliate if the affected country ever visited Nigeria.  I don’t think we ever got a chance to retaliate because our protocol system proved to be more orderly.
     

The State House in The Gambia when we eventually went in, however, was quite modest.  It looked like the guest house section of Aso Villa. The meetings went well too. And Jammeh, to my surprise, spoke very well. He didn’t sound like the fool he was portrayed to be in the Western press. He was articulate, debonair, well-composed and mentally sharp. I guess these are required qualities for dictatorship and crookedness. And I admired Jammeh. He is afterall, my age-mate. He sat there, in his royalty, running a country, and I was there, switching between a microphone and a notebook, documenting his history.  But something else happened that gave a true picture of Jammeh’s Gambia.
    

Our official photographer, Callistus Ewelike (he took over from Kola Osiyemi– God bless his soul) had issues with Jammeh’s security men. Security men at State Houses around the world are unfriendly towards journalists. They seek to control access. They consider journalists busybodies, looking for negative news.  Accreditation and the use of tags should ordinarily take care of this, still, the security people just prefer to misbehave, and I witnessed that even in the United States where we were treated as if the visiting media was a team of terrorists. There was no violence in the US, but in The Gambia, they seized Callistus Ewelike’s camera and smashed it. Callistus is an aggressive, stubborn photo-journalist. He would fight if you try to stop him from doing his job.
       

He was a staff of the News Agency of Nigeria (NAN) handed over to me by Ima Niboro when Kola took ill. Callistus must have resisted the Gambia goons, claiming his right as President Jonathan’s Official Photographer. In The Gambia under Jammeh, the President and the security agencies ruled as if there would be no tomorrow. They trampled on everyone else’s rights. Anyone who tried to act like a free man was brutalised and dumped in prison.  For 22 years, Jammeh sat on his country and his people with the help of marabouts and security enforcers. He kissed the Koran everyday, but he did not act according to its dictates. He wore a trademark white garment, but his true garment was of a black colour from the kingdom of Satan.    
       

Ewelike’s travails eventually became a full-fledged story on the second day of our visit when President Jammeh’s spokesperson and the rest of his media team started looking for me at the Coco Resort. We were to be treated to a luncheon before departure. The luncheon had started but I got cornered. Jammeh’s spokesman brought a brand new camera to replace the one the Gambian security people had destroyed. Callistus was with me. The Gambians apologized. Apology was taken and accepted. They said they didn’t want the two Presidents to hear about the incident. I gave them my word that I would not mention it to President Jonathan. Then, they pleaded that we should accept the replacement camera they brought.
      

 I told them not to bother - as far as we were concerned, whatever happened was occupational hazard and Nigeria would replace its own damaged equipment. I looked at Callistus. He was eyeing the new camera greedily.  At a point, he called me aside and whispered: “Oga, this camera they are giving us is better than the one they smashed oh. This one na better camera. Oga, abi make we take am?”  I stood my ground. I also consulted Ambassadors Hassan Tukur and Daniel Hart who said accepting a replacement would amount to a diplomatic tit-for-tat. I thanked The Gambians for their good sense and assured them that we were fine with the photographic coverage of the visit so far, despite the damaged camera. I always had a back-up photographer and cameraman, in any case.
      That encounter was a blessing in disguise. It saved me from the first course at the Presidential luncheon, which had started while we were outside the hall discussing the damaged camera. When we got back to Nigeria, close to eight persons on the Presidential delegation ended up in hospital due to food poisoning! They all took that first course. Nobody died but somehow the information got back to The Gambia and the chef was arrested and charged to court. Jammeh’s rulership of The Gambia was jinxed in many ways. The biggest jinx was his volte-face over the last Presidential election. Gambians deserve a new place in the sun and a new Gambia. But so much depends on new President Adama Barrow. He should look beyond the past and face the future. If he spends his time facing the past, he will disappoint his people and exhaust the enormous goodwill that has brought him to power.

BREAKING: FG releases N72bn for Lagos-Ibadan rail line construction
Mr. Rotimi Amaechi, Minister of Transportation revealed on Monday that the Federal Government has released its counterpart fund for the construction of the Lagos-Ibadan mordernisation railway project. According to him, N72bn was released.

Amaechi, said the fund was released in full to ensure that there is no delay in the project implementation. 


.
He said, 

“The construction of Lagos-Ibadan Railway, the Minister of Finance has been kind enough to release the counterpart funding in full. I think in the history of Nigeria this is first time that we are releasing counterpart funds in full so that there will be no delay since the Chinese loan appears to have been approved.

The only thing we need to do, I thank God there is somebody from the National Assembly, is to plead with the National Assembly that the funds has been approved, then the National Assembly should please approve the $30bn loan.

If you don’t encourage the National Assembly to make that approval, then, the economy won’t be making the kind of progress we want the economy to make. So, for me here, I will enjoin to persuade the National Assembly to kindly make that approval because they are tied to projects.”

Abike Dabiri-Erewa, senior special assistant to the president on foreign affairs and diaspora, has warned Nigerian migrants against traveling saying the penalty, when caught, is death. 

Dabiri-Erewa made the warning in a statement she issued on Monday, following the emergence of videos and photographs of Nigerians being killed in the North African country.

“While the authenticity of the pictures and tapes in question cannot be verified, it is a known fact that Libya has been executing alleged black illegal immigrants for years.

“As the Chairman Committee on Diaspora in the House of Representatives in the Seventh Assembly, we intervened in the case of 24 Nigerians about to be killed in Libya.” 

As at two months ago, NEMA, alongside the Nigerian Embassy in Libya, evacuated over 2000 Nigerians from Libya,” she said. 

“The Nigerian embassy in Libya, working with NEMA, has relentlessly intervened in cases involving Nigerians in trouble in Libya and will continue to do so. Libyans are dealing with their own struggles as there is no recognised government in place.

The office of the Senior Special Assistant to the President on Foreign Affairs and Diaspora hereby appeals again to Nigerian migrants to avoid Libya as penalty for illegal migration to Libya, when caught, is usually a death sentence.”

The good news is that Africa has people who want to work. In fact, according to the International Monetary Fund, by 2035 the number of people reaching working age in Africa will exceed the number in the rest of the world combined. But Africa is not where the jobs are. And so every year, hundreds of thousands of migrants set off across the Sahara toward the promised land of Europe. The journey takes them to Libya, where aspiration verging on desperation meets laissez-faire economics at its most brutal.


Ungoverned except by self-interest, Libya serves as a treacherous bridge from a continent where 43% of the population still lives on less than $1.90 a day. People will pay dearly to leave, but traffickers take more than their money. By the time a young man from, say, Ghana reaches the Mediterranean shore, he has been reduced from a human being to a commodity—and eventually to cargo. The transformation begins somewhere between Agadez, Niger, and Sabha, where smuggling routes converge in Libya’s arid center. The journey across the Sahara is made by convoy, with perhaps 1,500 other migrants who may yet maintain a degree of control over their situation. They contracted with a smuggler, but a smuggler is someone paid to help. “It’s very important to differentiate between smuggling and trafficking,” says Magdalena Mughrabi, an Amnesty International official who has been interviewing migrants for five years about what happens in Libya. “Smuggling, by definition, is consensual.”

Before they reach Sabha, the migrants may be free to come and go. But the Libyan city is lawless, with armed gangs fighting for the space left by the 2011 collapse of Muammar Gaddafi’s regime. Migrants become captives of people who have, by now, already emptied their pockets. To get more, thugs might produce a mobile phone and dial a migrant’s family to demand a ransom as a beating is administered. “The family hears screaming, hears begging,” says Mughrabi, “and so they’re compelled to pay.”

For women, the forced transaction is often sexual assault; many female migrants take contraceptives to at least avoid pregnancy by their rapists.

This is the nightmarish reality that has been described for years from Europe, in numb or outraged tones by migrants who finally arrived there. But it remained largely unseen until the photographer Narciso Contreras penetrated what is now one of Libya’s biggest industries. “I came to Libya to document the migrant crisis, the humanitarian crisis of migrants trying to reach Europe through Libyan territory,” says Contreras, who made three trips to the country this year. “But actually what I found going in Libya is a market.” A migrant who has paid passage is a unit of commerce, and he or she is exchanged for a negotiated price. When migrants reach the coast—usually in the far northwest of Libya—they wait again, either for a boat or for their sale to another mafia, which may repeat the extortions.

Many end up toiling in Libya for years. And when passage is finally arranged, it is on a barely seaworthy vessel with just enough fuel to reach international waters, where rescue boats from aid groups and Italy’s navy scramble to save the lives that have lost their value in Libya’s peculiar economy. The rescuers carry the migrants onward to Europe, where they request asylum—and enter a realm of paperwork, jurisprudence and wealth that may, at bottom, operate on the same assumptions of self-interest that have driven everything in the Africans’ terrible journey. But by the time they are lifted from the sea, they are, at least, once again human beings.

Britain’s Supreme Court Gives Lawmakers a Vote on Triggering Brexit - PM Cannot Start Brexit Without Passing Legislation

Britain’s government must get parliamentary approval before starting the process of leaving the European Union, the Supreme Court ruled Tuesday, potentially delaying Prime Minister Theresa May’s plans to trigger negotiations by the end of March.
The ruling forces the government to put a bill before Parliament, giving pro-EU politicians a chance to soften the terms of Brexit — Britain’s exit from the EU. “Leave” campaigners had objected, saying Parliament shouldn’t have the power to overrule the electorate, which voted to leave the bloc in a June 23 referendum.
May had said she would use centuries-old powers known as royal prerogative to invoke Article 50 of the EU treaty and launch two years of exit talks. The powers — traditionally held by the monarch —permit decisions about treaties and other issues to be made without a vote of Parliament.
“The referendum is of great political significance, but the act of Parliament which established it did not say what should happen as a result, so any change in the law to give effect to the referendum must be made in the only way permitted by the U.K. Constitution, namely by an act of Parliament,” the president of the Supreme Court David Neuberger said in reading the judgement.
“To proceed otherwise would be a breach of settled constitutional principles stretching back many centuries,” he said.
The case was considered the most important constitutional issue in a generation, clarifying who ultimately wields power in Britain’s system of government: the prime minister and her Cabinet, or Parliament.
Financial entrepreneur Gina Miller sued to force the government to seek Parliamentary approval before invoking Article 50. Leaving the EU will change the fundamental rights of citizens and this can’t be done without a vote of lawmakers, she argued.
May had argued the referendum gave her a mandate to take Britain out of the 28-nation bloc and that discussing the details of her strategy with Parliament would weaken the government’s negotiating position.
Significantly, the court also ruled that parts of the United Kingdom — Scotland, Wales and Northern Ireland — do not need to be consulted. Had the court ruled that the “devolved” Parliaments needed a say, a significant delay to the process would have been likely as lawmakers from the regions piled in with concerns.
The decision doesn’t mean that Britain will remain in the EU. But it could delay the process.
The government moved quickly to say it would offer its plans in detail to the House of Commons on Tuesday afternoon. Legal experts suggest that May will try to keep the scope of the legislation narrow — focusing solely on triggering Article 50 — in order to limit the chance for amendments that could delay a vote.
But opposition became evident immediately. Opposition Labour leader Jeremy Corbyn said the party would seek to amend the legislation to make sure the government is “accountable.” The Scottish National Party, the third largest party in the House of Commons, promised to offer 50 amendments.
“Today’s result comes as a surprise to no one. Unfortunately for businesses and other institutions, Brexit still means uncertainty,” said Phillip Souta, head of U.K. public policy at law firm Clifford Chance. “Parliament remains divided and the outcome of the negotiations remain unknown.”
The bill could also be subject to delay in the unelected House of Lords.
“Defeat in the House of Lords would not stop Brexit from happening, but it could delay it until mid-2020,” Souta said.
Miller, an online investment manager, had argued the case wasn’t about blocking Brexit. Instead, she said, it was about “democracy” and the “dangerous precedent” that a government can overrule Parliament.
For Miller, the 8-3 verdict from the Supreme Court judges brought vindication after months of threats to her security that followed her involvement in the case.
“No prime minister, no government can expect to be unanswerable or unchallenged,” she said. “Parliament alone is sovereign.”
The case revolved around an argument that dates back almost 400 years to the English Civil War as to whether power ultimately rests in the executive or Parliament.
Underscoring the importance of the case, May put Attorney General Jeremy Wright in charge of the legal team fighting the suit. Wright had argued the suit is an attempt to put a legal obstacle in the way of enacting the referendum result.

New evidence in animal studies suggests that regularly eating fried, browned or burnt foods—such as French fries or toast—may increase the risk of cancer, a British government agency said today.
The link between fries and disease isn't new, but the U.K. Food Standards Agency (FSA) has found that acrylamide, a substance produced when starchy foods are heated at high temperatures, has been linked to cancer in animals. The FSA suggest people cook foods at lower temperatures and aim for a more golden color, rather than crispy brown, Reuters reports.

"The scientific consensus is that acrylamide has the potential to cause cancer in humans," the FSA warned. "As a general rule of thumb, aim for a golden yellow color or lighter when frying, baking, toasting or roasting starchy foods like potatoes, root vegetables and bread."

Struggling Nigerian comedian, Baba de Baba, in an attempt to send a message to women who sleep in men’s houses with no intention of having sex with them, made a terrible joke about rape that has put him in serious trouble.

In a video shared on his YouTube page, the comedian is seen playing out a scene which he claims to have seen happen at a police station. The skit shows him defending himself against a rape claim made by a young lady to an officer who came to arrest him.
Expectedly, he was attacked by furious viewers who thought he was extremely insensitive with the thoughtless joke.



One disgusted woman called him an ignorant fool, something that didn’t sit well with him as he angrily replied her “u must be stupid to support a girl for going to sleep in d house of a man who is not are blood relative”.
The woman then took it upon herself to explain things to him, seeing as he was so ignorant.

‘Baba De Baba Comedian’ she started. ‘1. It’s “her” not “are” so coupled with your ignorance you are retarded.
2. I never mentioned supporting anyone sleeping in anyone’s house. The issue is not where a person sleeps the issue is the rape. Rape should not be excused under any circumstance. I’m sure you don’t know that it is possible for a spouse to rape their partner? As long as it’s not consensual it is a punishable crime. u
3. You need to school yourself in such sensitive issues before you advertise your foolishness to the world. You can buy her an island for all I care (assholes like you cannot afford more than red label), rape is rape. She can decide to move into your house for the rest of her life, rape is still rape… There should be no excuse for it and you should never endorse it.

What a lousy attempt at correcting his mistake.

$20million Cash Found Hidden Inside Mattress

The U.S. Attorney’s Office has released a photo of $20 million authorities found hidden in a mattress in a Westborough apartment.

The cash was inside a box spring and police say it is connected to a pyramid scheme involving TelexFree, a Marlborough-based company that purportedly sold VOIP telephone service.

The cash was found earlier this month by investigators who had tailed a Brazilian man from New York. 
That man, Cleber Rene Rizerio Rocha, 28, was charged with conspiring to commit money laundering.elexFree had few customers and made most of its revenue from people buying into the company with a promise of payouts for posting online ads for it, prosecutors have said. They were paid with money from new recruits, often friends and family of earlier investors.

Although initially aimed at Brazilian immigrants to Massachusetts, authorities allege almost 1 million people worldwide were swindled out of nearly $1.8 billion.
TelexFree filed for bankruptcy in 2014, its assets frozen, and its two principals were indicted on federal charges of wire fraud and conspiracy.

This is so sad. 14-year old Nakia Venant did a live stream from her foster home in Miami. She created a homemade noose and committed suicide. There is not much information about the death. Administrators with the Florida Department of Children & Families and also Miami Gardens Police Department are investigating the death.
One of Nakia’s friends who watched the live feed, tried to talk her friend out of going out ahead with the suicide but she failed to stop Nakia.

Nakia reportedly tied her scarf to a shower-glass door frame to hang herself. The friend who tried to stop her called Miami-Dade Police.

Officers showed up at the friend’s house but the address was wrong, the residents at that address were able to give police the correct address of her foster home in Miami Gardens. She was pronounced dead at a local hospital.

“We are absolutely horrified and devastated by the news of this young girl's death,” said DCF Secretary Mike Carroll. 
“We will do everything we can to support this family and all those who cared for her as they begin to heal from this tragedy. We will conduct a comprehensive, multidisciplinary special review to examine this child’s history and the circumstances related to serving the child.”

Semen
A mild deviation from the normal milky-white colour of semen is not always a cause for concern, as semen colour can vary at times and be affected by factors such as your diet. But if your semen is discoloured for a lengthy period then you should consult your GP or a sexual health clinic. Green hues to semen can indicate the presence of gonorrhoea so be sure to visit a doctor immediately in this case.

Leisure
After visiting a swimming pool or sauna always be sure to wash and dry your penis well. This means that it will remain clean and healthy, as infections or irritation can often linger when the penis is dirty or not dried well. Unsafe sex is the number one cause of all sexually transmitted infections, so you should do this whether or not you have symptoms, as these can develop later on. The test involves either a urine test or a simple swab and if you have a bacterial infection you can usually be treated with antibiotics. Be sure to wash your hands before and after you go to the toilet too.

On getting wind of the situation, Fayose rushed to the hotel and whisked him away.
Following his near arrest, Suleiman said

According to a report online, Cam-girl Courtney Barnes, 32 who took three rounds of illegal butt shots six years ago to make her bum massive in the US. The injections which contains fatal substances if accidentally injected into a vein would result to instant death.
 
Courtney said: "Many people ask me 'are these injections dangerous?' And the answer is yes.

"Even if it isn't fatal immediately you don't know how it is affecting your body. These are very dangerous products that are being injected.
 
"I don't know for sure what they injected me with. But when I got it, she said it was like some hydrogel, some kind of silicone that they normally put in gummy bear implants.

"You don't know how your body is going to react. It is still something foreign that's in your body. It's a gamble.

"A close friend of mine got it removed and she ended up having to have blood transfusions and she was in the hospital for months. It was a nightmare for her."
 
After her photos went viral, she decided to monetize it and is now making huge sums.
 
Courtney said: "I was working at a traditional office job at that time and so many pictures and videos of me were going viral just out shopping and dancing in the clubs.
 
"That's when I started to model and get myself out there. I knew how to best market myself and the success was almost overnight."
 
 
She now has 379,000 Instagram followers and is a successful model and cam-girl. 
 
She said: "My career is fun but at the same time it is really difficult for people to take you seriously when it comes to certain businesses.

"I feel like having a really big butt or having really big boobs, you are completely over sexualized.

"People only want to buy something sexual from you and only want to consider you in that way but I actually have a brain and I'm very business-minded.

"People stare at me everywhere I go and not every reaction is positive. I feel like women are intimidated by me and men view me as a piece of meat.
 
"I'm actually quite a shy person and being looked at constantly can make me feel uncomfortable sometimes.

"Two times in my life I've had guys pumping gas at the gas station and they are watching me and they drive off with pump in their car. It's crazy, they just lose focus."
 
She added: "My butt does not sit up as much as it used to and I can see a little discoloration in the skin."
 
Despite this, Courtney insists she will not have any further injections and although she loves her curves, she is considering getting her bottom reduced in the future.
 
 
She said: "The body is complex and people are even getting limbs transplanted. So I am trusting that they can figure out what to do with the booty.
 
"I try not to live with the regrets - I just feel like that this is my story. I made a decision to do something that was a little risky. I wanted more and I didn't have all the information.
 
"I trusted people without knowing the full facts and I was lucky that nothing bad happened to me but I'm happy with my look and I love my body."
 
And although her path from scholar to cam-girl has been unconventional, Courtney credits her studies for equipping her with the knowledge to turn her bottom into a lucrative business.
 
She said: "What I do may be different, but my product is myself right now and my bottom is basically my bread and butter."
 

Prisoner Who Was Pardoned By Obama Executed At Halfway House In Michigan

A prisoner who was recently pardoned by former President Obama was shot and killed execution-style at a Michigan halfway house.

Damarlon Thomas, a 31-year-old former gang member, was executed by gunmen who police say targeted him specifically at the halfway house on Monday night.


Police say two masked men armed with assault rifles entered the Bannum Place Federal Corrections Halfway House in Saginaw with the intention to kill the former Sunny Side gang member.



One of the men rounded up a group of about two dozen halfway house residents and held them at gunpoint while the other man located and shot Thomas several times.

Thomas was pronounced dead at the scene. None of the other residents were harmed.

“This was a very targeted individual, for whatever reason,” Lt. David Kaiser told the Saginaw News. “The people that shot this man knew who they were looking for and wanted him deceased.”

Thomas was sentenced to 19 years in prison in 2008 on a cocaine charge, according to CBSDetroit.

He attended college on a football scholarship for one year. Friends say he was not a hardcore gang banger.

“He was just happy to be free and have a second chance at life,” said Carla Robinson, who grew up with Thomas. “I actually talked to him even more before he came home. He was just focused on coming home. Before he even knew about the situation with Obama, he remained, ‘I’ll be home one day.’”

Obama pardoned Thomas on November 22, along with 79 other prisoners. He was sent to the halfway house to ease his transition back into the community.

“This is his neighborhood and it would have been an easy transition back into society, back home here,” Kaiser said.

Thomas was scheduled for release in May.

When pastors become gods the interest of Jesus becomes dispensable. The cult of personality pastors nurture in churches is not compatible with the sovereignty rights of the Holy Spirit.

Pastor Adeboye, like Pope Francis, epitomes humility, simplicity and sincerity, are revered for the right moral reasons. For remaining broken, contrite and therefore human despite all their fame and stature. But that tribe is almost extinct in the Pentecostal circles. Who amongst the other pastors are like these two? The policy of the Catholic church, in line with Apostle Paul’s teachings, to keep priests away from the worries of raising families and accumulation of wealth has proved to be great wisdom. 

The Catholic church owns the priests while in many of the churches that abound now the priests literally own the churches and parishes. The church of Christ is now littered with small men in cloth with huge egos. And their whims are passed across as dictates of the Holy Spirit. But in what is the veneration of pompous, empty, ineffectual, vessels preoccupied with self aggrandizement founded? Masters of glib talk whose personal lives cannot recommend them to anyone. The congregations know the truth but can’t pay the price of righteousness and the pastors interpose themselves between God and miracle seeking men in the manner of the prophets of the old testament, before the veil was torn.

These pastors claim familiarity with God and congregations addicted to quick , easy fixes, worship the pastors in the erroneous belief that the pastors can help them attract divine help which ordinarily their unrighteousness and distance from God would deny them. The pastors , now gods, water down christian doctrines, permit all sorts and keep the needed numbers. If the congregation is Spirit filled and not deluded, the pastor loses his ‘divinity’. But the congregation wants magic. Pastors promise wonders at the sight of money.

It's worthy of note to mention that, Jesus didn't see Himself as a leader. He came to serve. Nowhere in the scripture is He called "Leader". People followed Him because of His love. In as much as each of us. Believer may have different men of God that we love with passion, we must be very careful about how we present them. Only Christ centered revival must be promoted if the church must fully occupy her place in this end time. If we are to remain humble and live before the very face of God, these are the things we should detest with all passion. Anything that obscures the Lord but project a man.
Please, let's promote God centered revival and not a man centered one.

The Bureau for Public Procurement (BPP) has queried the Minister of Works, Power and Housing, Babatunde Fashola over the award of 10 road and bridge contracts worth N166 billion.
 
The BPP said the minister and his ministry violated the laws guiding contract awards in Nigeria in the manner they selected contractors for the projects.
 
The procurement agency is asking Mr. Fashola to explain, among other things, why the costs of some of the projects were inflated and why some were awarded to unqualified firms.
 
The construction of the roads and bridges, spread across the country, were appropriated for in the ministry’s 2016 budget.
 
The projects are the rehabilitation of Numan-Jalingo Road awarded to Deux Projects Ltd for N11.7 billion; replacement of substandard bridges along Gusau-Sokoto Road awarded to Triacta Nig. Ltd (N1.01 billion); construction of Ojutu Bridge in Ilobu, Osun State awarded to Halicass Integrated Ltd (N522.2 million); construction of Ohan-Moro Bridge on Ilorin-Igbeti Road awarded to Bonus Nig. Ltd (N942.6 million); and rehabilitation of Abuja-Kaduna Road awarded to CGC Nig. Ltd (N26.9 billion).
 
Others are rehabilitation of Kaduna-Zaria Road in Katsina State awarded to Arab Contractors Nig. Ltd for N14.8 billon; rehabilitation of Zaria-Kano Road in Kaduna/Kano State awarded to Reynold Construction Nig. Ltd (N69.9 billion); and the construction of Burga-Dull-Mbatill-TadnumGpbiya-Badagari-Gwaranga-Sum, Bauchi State awarded to Rahama Civil Works Nig. Ltd (N10.9 billion).
 
The construction of Tudun Wuss-Wandi-Wandi-Baraza-Durr-Zumbul-Polchi-Dot-Kwanar Road, Bauchi State awarded to Dalum Construction Nig. at N12.2 billion and the construction of Pankshin-Tapshin-Gambar-Sara-Kai-Gindiri Road in Plateau State awarded to Metropolitan Construction Company Limited at N15.3 billion are also among the contracts slated for award by the ministry.
 
How contracts were awarded
 
In line with the requirement of the Public Procurement Act, 2007, Mr. Fashola’s ministry had, in a letter dated November 7, 2016, requested the Bureau to issue it Due Process Certificate of “No Objection” for the award of the 10 contracts.
 
The ministry had earlier in June advertised the projects in some national newspapers as well as the Federal Tenders Journal edition of Monday May 30- June 10, 2016.
 
An addendum to the advertisement was further placed in the same newspapers and Federal Tenders Journal of Monday June 13-Sunday June 26, 2016.
 
On July 25, 2016, the prequalification documents were opened in the Conference Room of the ministry in the presence of representatives of prospective contractors, non-governmental organisations, the Nigeria Society of Engineers and some member of the public as well as officials of the ministry.
 
In line with Part V, Clause 22, Section 4 of the Pubic Procurement Act (PPA) 2007, the Permanent Secretary/Chairman of the Ministerial Tenders Board constituted a Technical Evaluation Committee to evaluate the tenders received from prospective contractors.
 
The contractors successful in the technical evaluation exercise were “provisionally prequalified”, with their documents forwarded to the Federal Inland Revenue Service (FIRS), and banks for verification.
 
They were subsequently invited to submit completed financial tender documents.
 
The ministry then carried out a verification exercise on some of the claims made by bidders in their technical bids.
 
After the verification exercise, the ministry wrote to the BPP to request certificate of no objection for the recommended contractors.
 
BPP’s response
 
However, the BPP objected to the award of the contracts citing various violations of the PPA Act.
 
The agency, in a report on the projects, exclusively obtained by PREMIUM TIMES, said it would not grant the ministry due process certificate until its concerns were “adequately addressed”.
 
The report was signed by the Director General of the BPP, Mamman Ahmadu.
 
In the 64-page report, the Bureau objected to the award of the contracts because “there are no evidences that feasibility and financial/economic studies were conducted during projects’ preparation.”
 
It also expressed surprise that the ministry failed to prepare Environmental Impact Assessment (EIA) for the projects.
 
It said, “There are no evidences that the EIAs were prepared for the Projects and specifically no EIA Reports were submitted for this Due Process Review. The Federal Ministry of Power, Works and Housing should note that Environment Impact Assessment is a very crucial aspect of project preparation.”
 
Furthermore, the BPP condemned the ministry for failing to submit the technical bids for the companies that participated in the pre-qualification exercise.
 
“The FMPW&H did not recommend the lowest bidders for most of the lots after prequalifying the firms,” the agency said.
 
“The Bureau further observed that FMPW&H appears to have erroneously categorized some critical projects in such a way that enables contractors that are not in the same category with similar technical and financial capacities to submit bids for such lots.
 
“This has made the bench-marking and value-for-money checks almost unfeasible and has opened avenues to subject the procurement processes to many frivolous petitions and counter-petitions that could likely delay the immediate commencement of the projects.”
 
More bashing
 
Commenting specifically on each of the 10 projects one after the other, the Bureau noted that although the ministry recommended the lowest contractor for the N11.7 billion Numan-Jalingo Road project, most of the companies that submitted bids for the project were not in the same category and ranking that would enable proper bench-marking.
 
“Besides, the capacity of most of firms to upgrade and extend the quality of the design and standard of this road cannot be guaranteed,” it stated further.
 
The Bureau therefore advised the ministry to carry out post-qualification on all the firms that submitted bids for this Lot to verify their actual capacities and eliminates firms that do not have technical and financial capacity to execute the project.
 
On the replacement of substandard bridges along Gusau-Sokoto Road, the Bureau said the ministry considered the submission of Messrs. China Zhonghao and Ric Rock Construction Ltd that submitted the third and fourth lowest bids non-responsive.
 
It however noted that the basis for their disqualification was not made known by the ministry.
 
It asked the ministry to carry out post-qualification on all the firms that submitted for this Lot to verify their actual capacities and eliminate firms that do not have the technical and financial capacity to execute this project.
 
On the construction of Ojutu Bridge in Ilobu, Osun State, awarded to Halicass Integrated Ltd for N522.2 million, the BPP said the ministry indicated that the rates of the lowest four tenderers were too low while two of the contractors submitted bid securities that were not up to two percent of the contract sum as requested.
 
It also said the ministry indicated that the submission of Messrs. Metropolitan International Limited was corrected from N704,089,909.48 to N122,430,000.00, which showed the firm lacked the understanding and capacity to execute a project of that magnitude and complexity.
 
The Bureau said it observed that the actual corrected sum of the company submitted as carried out by FMPW&H and verified by the Bureau was N700,761,140.33.
 
“Nonetheless, the Bureau is amazed with the ministry’s comment on Messrs. Metropolitan International Limited for this project, whereas the ministry has recommended the firm for a bigger project of  N15,385,310,166.29  [Pankshin-Tapshin-Gambar-Kal-Gindiri Road].”
 
The Bureau wondered why the ministry did not recommend Bilijoe+Berger Nigeria Limited for the construction of Ohan-Moro Bridge on Ilorin-Igbeti Road which was awarded to Bonus Nig. Ltd at N942.6 million despite its (ministry) claiming that the company’s price was reasonable.
 
The ministry, according to the Bureau, indicated that the rates of the lowest tenderer, Messrs. Blisswood Associates Limited were too low, while the submission of Messrs. Bilijoe+Berger Nigeria Limited, the second lowest tenderer, was considered reasonable.
 
It however wondered why the job was not given to the company even though their submission was lower than that of Messrs. Bonus by N2,228,052.75.
 
The Bureau said it was not able to verify the ministry’s claim that Messrs. Calipak Nigeria Limited and Fiphs Investment Limited submitted bid securities that were not up to two percent of the contract sum as requested because the bid securities were not forwarded to it.
 
The BPP expressed surprise at the ministry’s claim that it did not award the rehabilitation of Abuja-Kaduna Road awarded to Messrs. Gilmor Nigeria Limited because its jobs were mostly in irrigation and housing with very few district roads within Abuja and with no completion certificate.
 
The Bureau noted that from its own database, the company was categorised under category A with an average turnover of over N15 billion in the last three years contrary to the viewpoint of the ministry.
 
“Messrs. Gilmor Nigeria limited has the necessary equipment, professional expertise and personnel to undertake a project of over N10 billion,” it said.
 
“Messrs. Gilmor has contracts worth over N36 and N40 billion for the development infrastructure facilities for Guzape district I &II and Jahi district respectively.”
 
The Bureau requested the ministry to provide it with details of why Messrs. Dantata & Sawoe, Setraco Nigeria Limited and RCC 7& CO Nigeria Limited were disqualified since it (ministry) did not give reasons for doing so.
 
The Bureau demanded explanation on why the ministry prequalified Messrs. Kaiba International Nigeria Limited and Olivec Ventures Limited for the rehabilitation of Kaduna-Zaria Road in Katsina State despite not having annual turnover of up to the required N10 billion.
It said the firms had an average turnover of about N250 million and ought not to have been prequalified.
 
On the rehabilitation of Zaria-Kano Road in Kaduna/Kano State awarded to Reynold Construction Nig. Ltd at N69.9 billion, the BPP expressed concern about the “excessive unit rates” posted by the company for the project, saying they were “not commensurate rates with similar rates posted by other contractors with similar ranking that submitted bids for similar projects.”
 
It added, “The Bureau is bemused why the cost of the Kano-Zaria axis that is about 78km. Furthermore, the cost of approximately 2.5 times the cost of Abuja- Kaduna that has about the same distance. The Bureau is not convinced that there was competition for this Lot.”
 
It therefore requested the ministry to re-examine the submission of Messrs. RCC and ensure that the contract price was realistic that would give government best value for money.
 
The Bureau said Messrs. Rahama Nigeria Limited should not have been given the contract to construct the N10.9 billion Burga-Dull-Mbatill-Tadnum Gpbiya-Badagari-Gwaranga-Sum road.
 
According to the Bureau, the company with an average turnover of about N250 million entered into a joint ventures agreement with Messrs. F.I.K Global Limited in order to meet the N2 billion minimum turnover requirements.
 
“However, it was also observed that Messrs. F.I.K Global Limited also submitted tender separately for this same project. Messrs. F.I.K Global Limited tender in the sum of N11,225,398,261.78 was ranked fourth lowest bid,” it said.
 
“However, this action by the two firms amounts to bid-rigging and is contrary to section 58[10] of the public procurement act, 2007. This has rendered the submissions of both firms non-responsive.”
 
Nevertheless, the Bureau asked the ministry to carry out post-qualification on all the firms that submitted bids in this Lot to confirm the actual capacities and eliminate firms that do not have the technical and financial capacity to execute this project.
 
On the construction of Tudun Wuss-Wandi-Wandi-Baraza-Durr-Zumbul-Polchi-Dot-Kwanar Road, Bauchi State at Dalum Construction Nig. Ltd, the Bureau observed that the companies that submitted bids for this Lot were not in the same category and ranking to enable proper benchmarking.
 
It noted that the capacity of most of the firms to upgrade and extend the quality of the design and standard of this road could not be guaranteed.
 
The Bureau further said the Lot may likely end up with series of petitions due to the outcome of the evaluation exercise.
 
It therefore asked the ministry to carry out post-qualification on all the firms that submitted bids.
 
On the Pankshin-Tapshin-Gambar-Sara-Kai-Gindiri Road in Plateau State, the Bureau said though the FMPW&H indicated that the rates of Messrs. CBC Global Nigeria, Well Town Stone Nigeria limited, Hypertek Limited, Bonus Limited, Xedex Nigeria Limited and Duex Limited that submitted the lowest to the six corrected tenders were reasonable, the ministry did not however indicate why the lowest tenders of Messrs. CBC Global was not recommended.
 
The Bureau observed that the technical evaluations for all the projects were not carried out professionally and was therefore surprised that the ministry refused to recommend the lowest bidders after prequalification exercise which was an indication of credibility.
 
“This has cast doubt about the integrity of the technical evaluation process,” the BPP said.
 
“As the federal government is committed to improving the road network within the country with such huge resources allocated towards the projects, it has become necessary to learn from past failure so as to avoid repeated problems in the future that will result in a waste of the limited economic resources.
 
“The need to ensure that the scopes of works cover all major concerns and only competent contractors are recommended has therefore become very imperative so as to prevent loss of valuable lives, properties and resources that always accompany such failure.
 
“Therefore, the FMPW&H is requested to furnish the Bureau with comprehensive details of the scope of work in the BEME for all the projects sufficient to demonstrate how the qualities were derived.”
 
When PREMIUM TIMES contacted Hakeem Bello, the minister’s spokesperson, he declined comment on the Bureau’s report, saying he does not speak for the ministry but for the minister.
 
A staff of the ministry, who only identified herself as Grace told this newspaper on phone that she was not aware of the report.
 
Some officials of the works ministry however wondered why the BPP asked the ministry to go through another process of post-qualification of firms after all award processes have been completed.
 
“What the BPP should have done is to compel the ministry to choose the most qualified contractor with the lowest bids,” an official said. “Allowing for any kind of post-qualifications is like changing the rules in the middle of the game.”
