A minicab driver has died after he suffered a cardiac arrest at the wheel and crashed into Heathrow Terminal 5.
The man, who ambulance crews said was aged in his 60s, died at Hillingdon Hospital.
A hospital spokesman said on Tuesday: "The patient sadly passed away last night at around 9pm".


A spokesman for the London Ambulance Service confirmed the victim had suffered a cardiac arrest just before his Volkswagen people-carrier rammed through a fence and smashed into a tall glass window pane on the side of the terminal.
No one else was injured in the accident at the UK's busiest airport.

Buhari Insists Some Ministers Will Not Get Any Portfolio

Even with the quantum of criticism that greeted his statement that Nigeria at the moment can’t afford to pay 36 ministers in far away India on Friday, last week, president Mohammad Buhari Tuesday in Abuja ruled out the possibility of assigning portfolios to all the confirmed 36 ministerial nominees by the senate.
Though he gave vent to the constitutionally mandatory 36 ministerialSLOTS, he also reiterated that the economy was battered to accommodate the number.
This came as the senate president, Dr. Bukola Saraki said that the idea of having ministers without portfolio was not entirely novel in the Nigerian political system.
President Buhari spoke when he received the second and last batch of the screened nominees from the senate president at the presidential villa in Abuja.

Saraki had at a brief ceremony to mark the presentation stated that the senate had concluded the assignment.
Aware that the he had come under heavy criticism following his statement on the state of Nigeria’s economy, the president said he would continue to speak the truth about the economy.
He said: “Mr. President, we have finished the screening of the last batch of the ministers on Thursday and we waited for our vote of proceedings today which we finished this morning.
“I want to formally present the list of the 18 ministers who have now been cleared to you and that makes a total of all your 36 nominees that have been cleared by the Senate.
“I was just engaging the SSA to check in the record when last that has happened. So it must beCREDIT to the nominees that were submitted and also credit to the Senate”.
Speaking after receiving the list, President Buhari also thanked the senate for a job well done.
“I thank you the President of the Senate for the work of the Senate leadership in our strive toFOLLOW THE constitutional provision that states that the President should submit the names of those he wants to form the cabinet.
“If I can remember, there must be a member from each of the 36 states. That was why I limited the number of my nominees to that number, 36.
“The Senate worked extremely hard and they have passed all the nominees. I think there is some enthusiasm in some parts of the Presidency today that portfolios are to be given to the 36.
“The constitution certainly said there must be one member of the cabinet from all the states but the constitution did not say I must have 36 ministries.
“I will explain the details. Because of the economic imperative, to have a lot of ministers, substantive ministers, let me put it that way, whatever somebody speculated in some of today’s new papers, I think that the economy as I have seen it now since my sitting here for the last four months, that we are so much battered. Although some people are saying I am giving bad publicity and scaring awayINVESTORS.
“Any investor who is interested inINVESTING in Nigeria will seem to know more about the economy more than ourselves. So when I come and tell the truth about the position of the economy of the country, I am going out looking for investors.
“But I am confirming to them that we are truthful, that we need them to come and help us help ourselves by getting in industries, manufacturing and services. They know our needs. The economy of human resources, I believe will make them eventually come and help us.
“Mr. Senate President, I thank you very much for leading the Senate to do this hard work technically within record time. I assure you that we willFOLLOW THE constitution and all the 36 will be sitting in the cabinet as the constitution stipulates”, he said.
In an interview session with State House Correspondents after the brief event, the senate president said it was not new to have ministers without assigned duties.
He however urged Nigerians to focus on “major issues”.
According to him, the appointment of the ministers would give room for serious government works to better the lots of the citizenry.
He said: “Well I think before you had ministers of state in the past, I don’t think there is anything new, there was minister for special duties which really don’t have portfolio. I think the key issue is being in cabinet, is being part of government and those that would have the
responsibilities of ministering are those that at the end of the day would do that.
“So minister of state is not new. We had it before, if you remember that very well. Honestly I believe we need to move away from the small issues and begin to focus on the major issues. I think the country presently now is at a very trying time no doubt about it.
“We have the challenges ofREVENUE drop, challenges in trying to boost revenue and create jobs and you know we have some of these issues which we really need to address and I think that it is time for us to address them and these are some of the issues we looked at as a
senate, that it is time for us to give support to the executive to move the country forward and I think all of us apart from those in the legislature and the executive and even those of you in the media, we must begin to proffer and put our country in a positive view otherwise there is no way we are going to have those major issues addressed.
“As I said it is not new in having all not full time ministers, but let us wait to see what portfolio or responsibility some of them will
have. I cannot speak on behalf of the President on that, but we have done our own constitutional responsibility.”
Saraki also scored highly the nominees, saying they had the wherewithal to move Nigeria forward.
“As I said the work was not difficult because of the quality of nominees that came in. Secondly it is the fact that we put in the time to vigorously put the nominees to answer the questions and at the end of the day, we found out that most of them met the requirement and the senate was satisfied.
“You noticed that in some cases we delayed the number of one or two. It is all part of politics of behind the scene but at the end of the day, we finished with them. That is all about give and take and eventually I am happy with what the senators have done. The entire 108 senators, we have done a good job and I believe we have laid the platform for the government to fully take off”, he said.
Asked why he had to deliver the names personally to the president, the senate president hinted that there were under private issues to discuss.
He however denied discussing his ongoing trial atTHE CODE of Conduct Tribunals.
“Because there were other things we discussed. As you can see after you left we discussed for about 20 minutes on some major issues as well. So it wasn’t just about the letter.
I think at the right time they will get to know. I have a constituency which is the senate which I must first engage and I am sure with
time…the major issue has to do with moving Nigeria forward.
“Did you think that will come up in this kind of situation? No, it didn’t come up”, he said.

Politicians, Others Evade BVN As CBN Extends Enrolment For Diaspora Customers

IF, as the saying goes, money talks, it is speaking in unmistakable terms to some people: You may own me but do not touch me. At least for now.
For fear of being identified as owners of huge deposits in banks, amid acclaimed success in the Bank Verification Number (BVN), some politically exposed persons and top officers in the public service seem to have evaded the scheme, The Guardian has learnt.

This revelation came to light last night as the Central Bank of Nigeria (CBN) extended the timeline for banks' customers in the Diaspora to enroll for their BVN to January 31, 2016.
A competent source in the banking sector said the deposits belonging to such groups, which are still in the system, are so enormous that none of the banks associated with the lodgments would want to miss them.


According to the source, the proceeds were earlier trapped in the banking sector with the sudden policy to refuse dollar deposits and non-transfer outside the country without verifiable details of the transactions.

The source also said the development has now been compounded with the latest policy from the CBN that foreign exchange transactions must be with verified BVN, even in the purchase of foreign exchange.

It also said that the public and banking sector officials' collaboration in illegal business of this nature, is exactly what led to idling of billions of naira belonging to government, which was exposed by the implementation of TSA.
However, the CBN has declared the BVN a success and the beginning of a new dawn in the country's payment landscape, adding that there is no going back on the prescribed sanctions for non-compliance to the exercise.

But the Director of Communications Department, CBN, Alhaji Ibrahim Mu'azu, who spoke to The Guardian, said he would be surprised to hear that a bank allowed transactions in a non-BVN compliant account, because it is a project agreed upon by all of them.
Besides, the bank director explained that banks have invested heavily in the project to sabotage it, added that they fully know the consequences of such mistake or deliberate action.

But some middle level managers of banks told The Guardian yesterday, that such development is possible, but denied the existence of such in their respective banks.
One of them said that such plan is high-level "coded arrangement" which the arrangers know that if it gets bad, it would consume them all.

Speaking with former President of the Chartered Institute of Bankers of Nigeria, Mazi Okechukwu Unegbu, he said that he would not be surprised to hear such, as many treasury looters have been trapped by the unique identification mode of BVN.
But the total figure of 21 million which the CBN says is the number of BVN registrants so far raises a new concern over the success of the financial inclusion initiative.

Still a regulatory source had confided in The Guardian that there were non-active, as well as active accounts in banks, numbering in millions that were not captured in the BVN exercise.
The source explained that among the numbers were the long owed pensioners, who do not see need to activate accounts that nothing is being paid into, while the other group that falls into the number are those "who have multiple identities" with various infractions and by way of not exposing themselves, have opted out.

"But I can assure you that there is no other way to get into banking relationship from now on except through the BVN. The scheme is meant to capture biometrics, rather that fictitious house addresses before now," the source noted.
According to the Nigeria Interbank-Settlement System, about 12,000 Nigerians in Diaspora have so far taken advantage of the BVN registration centres created outside the country.

Meanwhile, The Guardian has noted that as the financial institutions embark on enforcement of the "BVN for transaction" directive yesterday, several issues emerged, as many customers of banks claimed lack of awareness on the need to link their various accounts in other banks to the BVN.

The banks' customers, who pleaded anonymity, also claimed that although they have duly registered, their banks were also sending them messages of non-compliance.
Coincidentally, the customers of some of the big banks in the country dominated the complaint record and calls put through to the banks were neither picked up nor replied.
CBN at the weekend, raised the alarm that some fraudsters have started sending unsolicited mails and text messages to bank customers alerting them to the deactivation or suspension of their bank accounts due to uncompleted BVN registration process as well as directing them what next to do.

Mu'azu said: "The public is therefore warned that neither the Central Bank of Nigeria and deposit money banks nor their employees or agents would ever call bank customers or send e-mail/text messages requesting for passwords, card details or personal identification number (PIN).

"Bank customers are therefore, advised to personally visit their banks for any issue requiring disclosure of personal bank details," the statement said.
However, a market operator and Managing Director of Cowry Assets Management Limited, Johnson Chukwu, in a chat with The Guardian, affirmed that the BVN project would now create a sense of decorum in the credit system of the nation's financial industry, unless the stakeholders wishes to ignore.

According to him, if the process is actually done as described in its objectives, the banking sector is on its way to taming fraudulent practices that have characterised the financial system, because every illegal activity will at least have an identity behind it.
He however, differed with the sanctions for non-compliance, urging more patience from the regulator, as immediate enforcement may be counter productive to the financial inclusion drive.

He also said that BVN is not a "one-size-fit all," as it is only relevant in financial system transactions and advocated for harmonisation of all biometrics collected by several agencies of government.
The extension, Mu'azu explained, was to enable the Diaspora to complete the enrolment exercise as well as link the BVN with their respective accounts.
While emphasising that the extension was only for customers in the Diaspora, the statement advised Deposit Money Banks (DMBs) to ensure that the exemption was utilised by the targeted group.

However, it noted that Nigerian residents without BVN would continue to receive cash and electronic credit inflows, as the account would neither be deactivated nor confiscated.

The Redeemed Christian Church of God has risen to the rescue of users of the Lagos-Ibadan Expressway as it undertook the repair of the Arepo and Warewa ends of the road on Wednesday.
According to PUNCH, it was observed that some trucks belonging to the church filling up bad portions of the road.

The development has eased traffic on the expressway inward Ogun State but the situation remains unchanged on the other side of the road, inward Lagos State.



An official in the media department of the RCCG confirmed the development to our correspondent on the telephone, adding that the church had plans for more palliatives.

The officer, who asked not to be named, said the church was moved by the cries of users of the road and deployed a team to assess the situation on Tuesday.

She said, “We sent some of our men to go and see what was going on and assess the situation. They returned and gave a report so we deployed some trucks of granite to the place and they used them to fill up the potholes.

“We are not going to stop at that. We also plan to fill up the Lotto area of Mowe, because traffic usually builds up there as well. We will do this before our next congress.”

Our correspondent, however, observed some trucks and caterpillars belonging to the Ogun State Ministry of Works clearing the drainage.

An official, who asked not to be named, said the clearing was to allow for a smooth passage of water, adding that it had nothing to do with road construction.

He said, “We are not in charge of road construction and it is not our duty to do it. You should go and ask Julius Berger Construction Company what they are doing about the road.

“We have been working since yesterday (Tuesday) and we are just trying to clear the drainage which we believe has been responsible for the flooding on the road. We are doing this to ease the traffic, especially for residents of Ogun State who are always faced with traffic congestion.”

It was also observed that a 40-foot container conveying millet to Lagos had an accident around the Arepo area and fell on the median.

Some men were seen evacuating its content into another truck, which was parked by the roadside.

One of the workers said, “The accident happened very early in the morning as the vehicle was heading to Lagos. As you can see, it was conveying bags of millet. Nobody was injured.”

Policemen from the Warewa police post and officials of the Federal Road Safety Corps were observed by Newsmen directing the traffic from the accident scene.

The Sector Commander, FRSC, Ogun State, Mr. Adegoke Adetunji, said he would call back, but he had yet to do so as of the time of filing this report.

Meanwhile, the Governor of Ogun State, Ibikunle Amosun, inspected the palliative work on the expressway in the wee hours of Wednesday.

Amosun said that the development became imperative in view of the importance of the road to socio-economic development of the country.

According to Governor Amosun, the palliative measure, being put in place is expected to last for about a month and repair works would be done mainly at night.

He, however, appealed to road users to show understanding and bear with the government, pending the time the palliative measure would be carried out.

Girls in Sierra Leone are given pregnancy tests before being allowed to sit their exams, says the rights group Amnesty International. 


An 18-year-old described the physical inspection she was given in March before sitting her final school exams in the Amnesty report; 


"The female teachers told all the girls we would be searched as pregnant girls are not allowed to sit exams. We were made to line up and we were checked. "They touched our breasts and stomach to see if we were pregnant. Some girls were made to take urine tests."
Amnesty say testing has been happening since at least 2013, before the Ebola crisis. But a rise in teenage pregnancies as schools shut amid the Ebola crisis has meant more girls are being barred from taking their exams.

Four members of a family lost their lives this morning in a fatal accident along the Abakwa, Buruku local government area of Benue state. The accident involved an 18-seater commercial bus that collided with a motorcycle carrying the deceased persons which comprised of a man, his wife and two brothers. 

They all died on the spot, while a few passengers in the bus, including the driver, sustained serious injuries. The deceased were returning from the burial of a family member when they met their untimely death. See the graphic photos after the cut...

Firdous Khatun, 36, welcomed her ninth child at Raja Ram Kalawati Hospital in Orai in Uttar Pradesh.
The baby, despite his big size, surprised the doctors when he came out smoothly via a normal delivery in just fifteen minutes.

Doctors who have confirmed him as the heaviest baby ever born in India are calling him a 'miracle'.
Firdous, who weighs 171 pounds, had given birth to all eight of her children at home.
But her husband Kadir Raza, 40, was forced to rush her to the nearest hospital where after half an hour, Firdous welcomed not just her heaviest baby but the biggest ever born in the country.
All her past babies weighed a normal eight pounds.

Dr Anjana Gupta, who delivered the child, said: "He is a miracle baby. In my 21 years of experience, I had never seen a new-born as big as him.
"We could not believe how, despite his big size, he smoothly came out.
"Though his shoulders got stuck for few seconds, within three minutes he was in my hands. He was so big that he did not fit in my hands. He is a beautiful baby.

Bouncing: The child is healthy and likely to be discharged soon
"Though he had respiratory issues initially, both he and his mother are now doing fine. Strangely, the mother is not diabetic which usually causes the risk of obesity in new-born. We do not know why the baby is so big but he is healthy and all his parameters are fine."
The baby was referred to Vatsalya Hospital where he has been kept in the Child Care Unit. Doctors at the hospital are monitoring his developments and expect to discharge him in around five days time.
The new-born has smashed the record of the boy who was born earlier this year.
